Major Projects in Newfoundland and Labrador

The following list tracks projects with an estimated cost of $1 million or more. Projects are privately funded, unless otherwise indicated. A considerable portion of public infrastructure is funded through intergovernmental agreements. Some brief information is provided below on agreements mentioned in this listing.

Newfoundland Transportation Initiative

Expenditures: $648.1 million
Period: 1988/2003
Funding provided as part of the agreement to close the Newfoundland Railway. Expenditures are directed towards upgrading and improving transportation infrastructure. Federal funds.

Canada/Newfoundland Infrastructure Works Agreement

Expenditures: $147.5 million
Period: 1994/1999
Agreement part of a national initiative to stimulate economic growth through investment in local community infrastructure. Projects include work on roads, water and sewer systems and public buildings. 1/3 Federal funding with the remainder from Provincial, Municipal and other sources.

Strategic Highway Improvement Program

Expenditures: $20.0 million
Period: 1994/1998
Program designed to initiate improvements to highways in the Province. 50:50 Federal/Provincial funds.

Economic Renewal Program

Expenditures: $100 million
Period: 1996/2000
Program will target sectors outside the traditional fishery that offer the most potential for sustainable development and job growth in the medium to long-term. Three dynamic sectors identified are aquaculture, tourism and innovative technology. $16 million will go towards infrastructure. 80:20 Federal/Provincial funds.

Comprehensive Labrador Cooperation Agreement


Expenditures: $64.9 million
Period: 1989/1998
Agreement designed to develop the infrastructure and economic potential of Labrador, particularly in the fishery, forestry and tourism industries. About 60 percent of this budget is for capital spending. Most expenditures have already been made. 70:30 Federal/Provincial funds.

Atlantic Freight Transition Program

Expenditures: $21.0 million
Period: 1995/2000
Program designed to assist provinces affected by the cancellation of the Atlantic Region Freight Assistance Program and assor

ciated subsidies. Funding is available to upgrade transportation infrastructure on a cost-shared basis (50:50 Federal/Provincial) and to alleviate shipper hardship and implement other efficiency measures (Federal funding only).


As one of the physical legacies of the 1999 Canada Winter Games, the Civic Centre will serve the region well for sporting and convention activities. The Centre has received support from all levels of government as well as community fundraising activities.

Once installed, this will be among the most advanced university networks worldwide.
