On December 14, 2011, the Honourable Terry French, Minister Responsible for the Labour Relations Act, announced that labour relations consultant, James Oakley, had been appointed to conduct a review of the Special Project Order provisions of the Labour Relations Act.
Under the Labour Relations Act, a special project is defined as an undertaking of construction work which is designed for the purpose of developing a natural resource, or establishing a primary industry that is planned to require a construction period exceeding three years. Over the past number of years, the province has witnessed an increase in the number of major construction projects and subsequent requests for special project orders (SPOs). There are two orders in effect today - the Hebron Development Project SPO at Bull Arm and the Vale Inco Long Harbour Processing Plant SPO.
