Infrastructure

Our government’s investment in infrastructure are investments in the well-being of communities by improving access to services, creating new jobs, and attracting newcomers to live and work.  Budget 2023 includes an unprecedented investment in provincial highways and roads, as well as new schools and health care facilities.  This year, our investment of more than $1.1 billion for infrastructure will help generate $479 million in economic activity and create hundreds of new jobs for Newfoundland and Labrador tradespeople.

Transportation

Ensuring safety and reliability on our roads and waters, Budget 2023 invests close to $1.4 billion over the next five years, with $225 million this year for highway improvements.

Health Care

Investments in new hospitals and upgrades at existing facilities will improve how our valued health care professionals treat patients.  They will also improve our ability to attract new health care professionals as they may want to work in more modern environments.  Budget 2023 includes:

  • Almost $450 million for the construction of the new regional hospital in Corner Brook and adult mental health and addictions hospital in St. John’s.
  • More than $50 million for renovations and improvements to health care facilities, as well as for health care equipment.
  • $13 million for the re-development of the emergency department at the Health Sciences Centre.
  • $7.8 million for the planning and procurement of a new hospital to replace St. Clare’s Mercy Hospital and a new Cardiovascular and Stroke Institute. It also includes the demolition of the former Grace Hospital Nursing Residence.
  • $250,000 for planning of a new long-term care facility in the Bay St. George region.
  • $150,000 for planning of a new school of nursing in Western Newfoundland.

Education

Creating improved environments where students can learn and teachers can shape tomorrow’s leaders, Budget 2023 includes more than $127 million for new schools in Cartwright, Portugal Cove-St. Philip’s, and Kenmount Terrace in St. John’s, as well as the redevelopment of the school in Pilley’s Island.

Justice

Budget 2023 allocates funding to improve justice facilities in Newfoundland and Labrador, including:

  • $7.3 million to advance work on a new correctional facility replacing Her Majesty’s Penitentiary in St. John’s.
  • $5.7 million for the ongoing extension of the Labrador Correctional Centre in Happy Valley-Goose Bay.

Municipal Infrastructure

Investments in municipal infrastructure help municipalities improve services and build new infrastructure. Budget 2023 includes more than $161 million for community infrastructure projects under the Investing in Canada Infrastructure Program and for projects under the Municipal Capital Works Program.

National War Memorial

Preserving our cultural heritage and history, Budget 2023 includes $2 million for improvements to the National War Memorial in St. John’s.

Provincial Parks

Conserving the natural beauty and biodiversity of Newfoundland and Labrador, Budget 2023 includes $500,000 for upgrades to our provincial park facilities ensuring opportunities for visitors to explore and embrace nature.
