Infrastructure

This year, $1.1 billion in Budget 2024 will support infrastructure projects in the province, generating close to $600 million in economic activity, and creating hundreds of new jobs for the province’s skilled tradespeople.

Arts, Sport, and Recreation

Arts and recreation all contribute to the social and economic well-being of Newfoundlanders and Labradorians. As part of our plan to become one of Canada’s healthiest provinces by 2031, Budget 2024 includes:

  • $8 million to advance a new mid-sized theatre in St. John’s.
  • $5 million over five years for upgrades at The Rooms.
  • $13 million to build a new indoor domed turf facility which will include exercise rehabilitation, as well as allow for year-round sports and recreational activity.
  • $2 million to create a Cultural Facility Infrastructure Fund.
  • $1 million for upgrades at Marble Mountain.
  • Almost $1 million to support the renewal of the Pippy Park Campground, which includes comfort stations, paving, and recreational facilities.
  • $550,000 for upgrades to the Virginia Park Community Centre.
  • $500,000 for planning a new multiplex recreational facility in the St. John’s Metro Region.

Health Care

Investments in health care infrastructure help improve services for the residents of the province, and also enhance our ability to attract new health care professionals. Budget 2024 includes:

  • $35 million for capital equipment improvements at health facilities, including new family care teams, urgent care clinics and ambulatory clinics. This includes a one-time $3 million investment.
  • $11 million is allocated to advance work on the Cardiovascular and Stroke Institute, replacing St. Clare’s Mercy Hospital, and a new long-term care centre in Bay St. George

Early Learning and Education

Building upon our educational infrastructure means increasing educational opportunities for  students in Newfoundland and Labrador. Recognizing that positive educational environments require appropriate and modern infrastructure, Budget 2024 includes:

  • $41 million in 2024-25, and $146 million over the next three years for new schools in Cartwright, Kenmount Terrace, Portugal Cove- St. Philip’s, and Pilley’s Island, as well as $50,000 to begin planning for a new school in Paradise.
  • $30 million over the next five years to renew the fleet of school buses.
  • Close to $20 million for the elimination of the 6-kilometre policy to access school bus services, which ensures students have safe and reliable transportation to and from school. This will positively impact students and families.

Justice and Public Safety

Our government is focused on the impartial administration of justice and protection of the public interest, along with providing an adult corrections facility that meets the needs of both staff and inmates. Budget 2024 includes:

  • $5 million for the ongoing re-development of the Martin Gallant Building in Stephenville Crossing, which houses the Provincial Court and some government offices.
  • $15 million over two years to enhance such things as open air courts, video conferencing, new cameras, and program trailers at Her Majesty’s Penitentiary.
  • More than $8 million to continue work to replace Her Majesty’s Penitentiary.

Transportation

With an investment of close to $400 million, Budget 2024 reflects our government’s ongoing commitment to improve the transportation network, which contributes to the well-being of our province. This investment is part of the $1.4 billion in improvements to provincial roads and highways announced last year. Budget 2024 includes:

  • $288 million for upgrades to provincial highways and roads.
  • $29 million for marine services infrastructure.
  • $77 million for the operation of the ferries across the province.
