As a province, we pride ourselves on our culture, heritage, and unique communities. We are warm and welcoming to people who want to live, work and play right here in Newfoundland and Labrador. Budget 2024 helps to create safer and more inclusive communities, as well as further promote our province globally.

Municipalities

Municipalities play a vital role in improving the overall well-being of residents by maintaining operations and providing important services throughout communities. Budget 2024 includes key funding initiatives that contribute to vibrant and sustainable communities:

  • $50 million over five years to support water and wastewater projects.
  • $3 million increase in base funding for Municipal Operating Grants bringing the total annual budget to $28 million.
  • $167 million for Municipal Operating Grants, Special Assistance Grants, Community Enhancement Employment Program, and Canada Community Building Fund.
  • $400,000 increase for municipal training This reflects a doubling of funding available for municipal training.
  • $400,000 increase for municipal fire departments to support their response to incidents outside their municipal boundary.

Enhancing Air Access

Air access is a vital link from Newfoundland and Labrador to the rest of the world. Access is continually improving and this year we reestablished a direct connection to Europe. The work does not stop there. Budget 2024 includes an investment of up to $3.75 million which will ensure we are able to continue working with our airline and airport partners to develop and expand air access.

Tourism

Beautiful coastlines, safe communities, vibrant cultural sectors, authentic experiences, and some of the world’s friendliest people are some of the things that resonate with visitors to our province. Through Budget 2024, $13 million is being invested in tourism marketing to continue to promote our province and to explore new emerging geographic markets.

Indigenous Peoples

Our government is committed to Reconciliation with Indigenous Peoples. Guided by listening, understanding and mutual respect, we are focused on matters that are important to Indigenous Peoples and forging respectful relationships with Indigenous Governments and Organizations. To support this ongoing work, Budget 2024 includes:

  • $90,000 for three friendship centres to support programs and celebrate Indigenous cultures.
  • $271,000 for the Indigenous Violence Prevention Grants Program, which supports violence prevention projects created and led by Indigenous Governments and Organizations.
  • $133,900 for core funding to the Newfoundland Aboriginal Women’s Network.
  • $25,000 for the annual Provincial Indigenous Women’s Gathering.

Safer Communities

Our government strives to ensure the overall safety and well-being of all people in communities throughout Newfoundland and Labrador. Budget 2024 includes:

  • $15 million over two years to enhance such things as open air courts, video conferencing, new cameras, and program trailers at Her Majesty’s Penitentiary.
  • $7 million for infrastructure to continue the recovery from past tropical storm damage including Hurricane Fiona and Hurricane Larry.
  • Close to $4 million in equipment for volunteer fire departments, which is double the amount from only two years ago.
  • More than $2 million to create 22 new full-time correctional officer positions split between Her Majesty’s Penitentiary and the Labrador Correctional Centre. Increased staffing improves conditions and allows crucial rehabilitative programming to occur.
  • Almost $2 million for the Royal Newfoundland Constabulary to add new officers and civilian staff.
  • $611,000 to support and maintain winter trail grooming in coastal areas of Labrador.

Eliminating Gender-based Violence

Budget 2024 provides support for organizations and projects that are working to prevent violence and support the well-being of women, girls and gender diverse people throughout Newfoundland and Labrador. Budget 2024 includes:

  • $3.7 million in new funding to support the National Action Plan to End Gender-based Violence initiatives in the province.
  • $1.1 million to Status of Women Councils and Women’s Centres to promote the status of women in Newfoundland and Labrador.
  • $879,100 for violence prevention organizations engaged in grass-roots work to prevent violence.
  • $449,800 for the Provincial Advisory Council on the Status of Women.
  • More than $400,000 for the intimate partner violence units in the RCMP and RNC.
  • $225,000 for the Sexual Assault Nurse Examiner Program to ensure there are trained registered nurses in all regions of the province.
  • $152,800 for the Safe Harbour Outreach Project, a project of the John’s Status of Women Council.
  • $152,800 in core funding to the Multicultural Women’s Organization of Newfoundland and Labrador to offer programs and services to immigrant women and their families
  • $64,500 to the Coalition Against the Sexual Exploitation of Youth, a project of Thrive.
  • $144,600 to End Sexual Violence NL for its 24- hour Support and Information Line.
