What is Government’s Job Evaluation System?
The Job Evaluation System provides a comprehensive, consistent, and transparent classification framework. The Job Evaluation System is point-based and addresses four standard criteria for the purpose of job evaluation which are: Skill, Effort, Responsibility and Working Conditions.
Job Evaluation System Factors, Ratings, and Framework
Nine compensable factors are rated as part of the Job Evaluation System classification analysis process using the Position Description Questionnaire. The factors are:
- Knowledge
- Interpersonal Skills
- Physical Effort
- Concentration
- Complexity
- Accountability/Decision Making
- Impact
- Development and Leadership of Others
- Environmental Working Conditions
The links below provide additional information on the range of ratings that can be assigned to each compensable factor as well as the weighting associated with each factor.
The Compensable Factor Point Matrix below is a summary of the nine factors, including assigned weighting, rating scale, and associated point values.
Points awarded for each of the nine factors are added together and the total points fall within a range on the Job Evaluation System Pay Grid. A position is then awarded a classification and pay level that falls within the point range on the Pay Grid.

Job Class Profiles
A Job Class Profile is a summary of the key and occasional activities normally performed in a job class. A Job Class Profile provides assigned ratings for each of the nine compensable factors, points assigned to those rating, pay level, and the associated range of points for the pay level . Jobs Class Profile have been developed by Treasury Board Secretariat staff using typical samples of Position Description Questionnaires that have been submitted by employees for each class profile.

How to Request a Classification Review
An Employee, or group of employees, who feel that the general description of their job class profile is not an accurate summary of their position can request a classification review. This requires completion and submission of a Position Description Questionnaire which can be accessed at: Review process – Position Description Questionnaire
