Gender-Based Analysis Plus (GBA+)

The Office of Women and Gender Equality supports the application of Gender-Based Analysis Plus (GBA+) in all government decision-making opportunities.  By applying Gender-Based Analysis Plus (GBA+) to government policy, the Office of Women and Gender Equality provides advice to departments on the way in which different people can be affected by different policy decisions. GBA+ highlights needs and gaps and advises on how gender equity can be better achieved.

More specifically, Gender-Based Analysis Plus (GBA+)

  • Examines the differences in people’s lives, particularly those that are rooted in gendered social and economic inequality;
  • Recognizes that not all women, or individuals are the same by examining the varying perspectives of women such as Indigenous women and women of differing age, and looking at intersecting identity factors such as sexual orientation, colour, race, ethnicity, ability/disability, and socio-economic status;
  • Applies this understanding in an integrated and systematic approach to policy and program work;
  • Aims to create “best practices” for government by responding both effectively and efficiently to the diverse interests of the people living in NL;
  • Aims to achieve equity rather than equal treatment, recognizing that treating everyone the same may not necessarily produce equitable results because individuals have different life experiences to consider.

The goal of Gender-Based Analysis Plus (GBA+) is achieving a society in which all people are equally valued and in which one’s life choices are not limited because of their gender, ethnicity, social position and/or any other characteristics.

An Integrated Approach to Policy/Program Development: Guidelines for Gender Inclusive Analysis (19 MB), provides government departments and agencies, as well as community organizations, with a framework on how to conduct gender based analysis.
