Objectives
The Human Resources Policy Manual contains the human resource policies and procedures of the Government of Newfoundland and Labrador. The objectives of this manual are to:
- provide a standard reference for managers and employees in understanding their rights and carrying out their responsibilities
- encourage continuity and consistency in the administration and application of human resource policy
- provide direction and authority in the day-to-day administration of human resources
Application
These policies are approved by Treasury Board, administered by the Secretariat’s HR Policy and Planning Division and apply to all employees of Government departments as well as to selected agencies, boards and commissions. However, where there is a conflict between these policies and a collective agreement, the collective agreement will take precedence.
File Management and Amendments
The Human Resources Policy Manual is available only as an electronic document on the Internet. Departments requiring hard copies of any policy should print them directly from the browser.
The HR Policy and Planning Division will maintain up-to-date policy files. Departments will be responsible for notifying their employees of policy changes.
The manual will replace the Personnel Administration Procedures Manual. Employees should use the Personnel Administration Procedures Manual only when referencing those policies which do not appear in this manual.
