Innovative Approaches to Newcomer Housing – Call for Proposals: 2023-2024

Purpose

The Department of Immigration, Population Growth, and Skills is investing in the housing needs of newcomers through the Newfoundland and Labrador Settlement and Integration Program. As the province witnesses continuous growth in its population, led by immigration movements, IPGS is responding by supporting a call for proposals for Innovative Approaches to Newcomer Housing.

A recent study by the Canadian Centre for Housing Rights found that newcomers face 11 times more discrimination when seeking a rental home. The discrimination faced by newcomers, often in subtle forms, is compounded by the lack of affordable housing and rising cost of living, leading to hidden homelessness. Immediate solutions are needed to create affordable housing solutions and educate tenants and housing providers on their legal rights and obligations.

In response, the Department of Immigration, Population Growth, and Skills, through the Office of Immigration and Multiculturalism, seeks projects to support innovative approaches to newcomer housing. Such approaches may include repurposing vacant properties, promoting homeownership education, developing affordable and accessible housing options, fostering co-housing and community living initiatives, utilizing modular home solutions, and implementing culturally-sensitive housing design.

Priorities

IPGS is seeking applications that explore innovative approaches to supporting housing. Projects may include:

  • Repurposing Vacant Property
  • Homeownership Education and Support
  • Affordable and Accessible Housing Solutions
  • Transitional Housing
  • Housing Repair and Maintenance Assistance
  • Co-housing Initiatives
  • Culturally Sensitive Housing Design and Development

 Application Process

Organizations must submit a full proposal to settlement@gov.nl.ca by the specified timeline, in order to qualify for a review of their proposed project.

IPGS will review submissions and then, advise proponents if they are invited to submit an application through the Labour Market Programs Support System (LaMPSS) online self-service system. To register, please follow procedures outlined at Register on LaMPSS system.

Timeline

Proposals must be submitted by 11:59 PM, July 12, 2023.
