Employment Enhancement Program

Description

The Employment Enhancement program is designed to support employers in the forestry, aquaculture, agriculture, and fishing sectors engaged in value-added secondary processing by providing funding to employers to create sustainable, long-term employment or seasonal employment and a training allowance to support new employees.

The program provides a wage subsidy of 75 percent, to a maximum of $15 per hour, for a period of 10-28 weeks, plus a training allowance up to $3,000 for the individual hired.

Eligibility Criteria

Eligibility Criteria for Organizations

  • Be incorporated or a sole proprietor.
  • Have a Canada Revenue Agency business number.
  • Be in good standing with Registry of Companies and Deeds.
  • Have an office location/base in Newfoundland and Labrador.
  • Additional eligibility requirements can be reviewed in the Program Guidelines
  • Employers are required to adhere to the all relevant Terms and Conditions of the Employment Enhancement Program

Application Process

Deadline to Apply

  • Continuous intake of applications, subject to budget availability.
  • Applications must be received at least 20 business days prior to consideration of hiring the individual to ensure a timely review and assessment of the request for funding.
  • Applications received more than 20 business days prior may be prioritized for assessment based on proposed hiring date.
  • Priority for funding may be given to occupations and sectors identified by the Department with consideration given to the equitable distribution of funding, especially in areas of high unemployment.
  • Incomplete applications will result in delays.

HOW DO I APPLY? 

STEP 1:   Register as a Government Vendor and Receive LaMPSS Username (Please go to Step 2 if you have an active LaMPSS Username and Password)

All employers are required to be set-up as a government vendor so payment can be issued. In addition, once you are a vendor, you will need to register in the Labour Market Programs Support System (LaMPSS) to be able to apply online. Please complete your registration on the Employer Registration page.

After registering, a LaMPSS password and user ID (if you do not have one already) will be emailed to you at the address provided on your application. Please ensure you check your email (including junk mail) regularly.  You can then log into the LaMPSS system and complete your online application.

STEP 2:      Submit Application

Employers can complete and submit an Online Application in LaMPSS.

Before beginning the application, please review the Guidelines and Requirements for eligibility and information required to be included in the application.

Employers are required to read the Terms and Conditions prior to submission of their application for funding.

Employers must complete and submit an Online Application in LaMPSS.

Employers can check the progress of their application by logging into LaMPSS and viewing the agreement status.

Applicants are notified by email after a decision is made on the application – within 20 business days following receipt of a complete application.

Decision- Making Process

Applications
Day 1: A complete application is received by the Department and is assigned for assessment.

Assessment
Day 1-10: The application is reviewed by the Department to ensure that the proposed activities meet program eligibility and to ensure sufficient budget availability. Applications may be prioritized for funding subject to demand. Recommendations are made to delegated authority (approver).

Approval
Day 10-20: The delegated authority reviews assessment and ensures all information to make final decision is on file. Applicant will be notified once approval has been granted or denied.
