Forum of Ministers Responsible for Immigration
The Forum of Ministers Responsible for Immigration (FMRI) brings together federal, provincial and territorial ministers responsible for immigration to advance shared priorities that support a flexible, timely and effective immigration system and strengthen the economic and social benefits of immigration across Canada.
The FMRI provides a collaborative mechanism for governments to discuss and address immigration issues of national and regional importance, including immigration levels planning, economic immigration, and settlement and integration.
Newfoundland and Labrador began its three-year term as the provincial-territorial co-chair of FMRI on April 1, 2026, joining Immigration, Refugees and Citizenship Canada, the permanent federal co-chair. The province will serve in this role until March 31, 2029.
Provincial-Territorial Immigration Secretariat
The Provincial-Territorial (PT) Immigration Secretariat supports Newfoundland and Labrador’s role as the provincial-territorial co-chair of FMRI and facilitates collaboration and communication among provincial and territorial ministries responsible for immigration.
The Secretariat is responsible for coordinating and supporting multilateral engagement among provincial and territorial governments on immigration issues of shared interest. It organizes Ministerial, Deputy Minister and Assistant Deputy Minister meetings and engagements, provides support to FMRI governance tables and working groups, and undertakes strategic policy analysis and development related to immigration issues affecting provinces and territories across Canada.
The Provincial-Territorial Immigration Secretariat is responsible for:
- Facilitating collaboration and communication among provincial and territorial ministries responsible for immigration.
- Supporting the coordination of Ministerial, Deputy Minister and Assistant Deputy Minister meetings and related engagements.
- Providing policy, administrative and logistical support to FMRI governance tables, working groups and committees.
- Conducting strategic policy analysis and research related to immigration issues and trends affecting provinces and territories.
- Supporting multilateral discussions on immigration priorities, including immigration levels planning, economic immigration, and settlement and integration.
- Advancing shared provincial and territorial priorities that contribute to an effective and responsive immigration system.
- Working with provincial, territorial and federal partners to develop coordinated approaches to emerging immigration issues and opportunities.
