Hurricane Fiona Relief Efforts

The Government of Newfoundland and Labrador has an allocation of up to $30 million to support the Hurricane Fiona Financial Assistance Program which will be offered to impacted residents and communities of the southwest coast of the island. Assessments of the extent of the damage is ongoing in consultation with residents and communities.

Disaster financial assistance for individuals/homeowners/households: Hurricane Fiona

Financial Framework to Assist in Rebuilding Homes

Financial assistance is available for residents from communities on the southwest coast whose homes were either destroyed, are no longer safe to live in and/or cannot be reasonably repaired due to Hurricane Fiona.

The financial framework consists of:

  • A replacement value for the home at a minimum of $200 per square foot and based on a detailed assessment by an insurance adjuster;
  • Replacement value of property contents in accordance with the Disaster Financial Assistance Arrangements program Schedule of Loss; and
  • A value for land or provision of a suitable land option.

Insurance adjusters are currently completing household assessments in the area.

Temporary Housing Supports

Disaster financial assistance for Municipal/Local Governments: Hurricane Fiona

Municipalities/Local Governments can apply for the federal Disaster Financial Assistance Arrangement Program for financial assistance for damage or loss from Hurricane Fiona by completing the form below.

An additional $1.5 million is available for distribution to impacted communities on the southwest coast of the island, based on needs assessment. Eligible costs include but are not limited to:

  • Overtime pay for Town staff
  • Hiring or rehiring of staff to assist with hurricane relief
  • Clean up of debris – rental of garbage containers, rental of equipment to remove debris, hiring of contractors
  • Purchase and placement of barriers for safety purposes
  • Repairs to municipal infrastructure due to damage directly caused by Hurricane Fiona not covered by other provincial funding programs
  • Other incremental costs due to Hurricane Fiona clean up

Atlantic Canada Opportunities Agency (ACOA) Hurricane Fiona Recovery Fund

The Atlantic Canada Opportunities Agency (ACOA) is now accepting applications from communities, the non-profit organizations that provide services to them, and sectors impacted by Hurricane Fiona but not eligible for other sources of financial support.

Communities and non-profit organizations can contact their ACOA representative to determine if there is funding available for the community or community organizations or visit the ACOA Hurricane Fiona Recovery Fund website.

About Federal Disaster Financial Assistance Arrangements program (DFAA)

The federal Disaster Financial Assistance Arrangements program (DFAA) has been activated.

Applications to apply for the federal Disaster Financial Assistance Arrangements Program will be accepted from municipalities and local service districts, small business owners, not-for-profits and home owners.

Once it is safe, as you assess property for damage, communities, small business owners, non-profit organizations and home owners are encouraged to:

  • Contact their insurance provider to inquire on any coverage that may be available.
  • Record details of damage using photos and video if possible.
  • Restore your property or municipal infrastructure to good order as soon as possible and when it is safe to do so.
  • Be sure to keep invoices and payment receipts for any work completed.

Please note: This program does not apply to lost wages; the program criteria is provided below.

Compensation for damages caused by a weather event will be based on criteria established by both the federal and provincial disaster financial assistance programs. Applications can be made by individual homeowners, municipalities and communities, small businesses, and not-for-profit organizations.

Residents are encouraged to contact their insurance companies first and to take steps to mitigate any further damage. The Insurance Bureau of Canada Consumer Info Centre has an information line for insurance policy holders to get general information and advice: 1-844-227-5422.
