Premier Ball Announces Changes to Cabinet

The Honourable Dwight Ball, Premier of Newfoundland and Labrador, today announced changes to his Cabinet.

The changes include establishing the Minister Responsible for the Status of Women role as a standalone Ministerial role within Cabinet, with Carol Anne Haley, MHA for Burin – Grand Bank appointed to this role.

Also joining Cabinet are Graham Letto, MHA for Labrador West, who has been appointed Minister of Municipal Affairs and Environment, Registrar General, Minister Responsible for the Multi-Materials Stewardship Board; and Bernard Davis, MHA for Virginia Waters – Pleasantville, who has been appointed as Minister of Advanced Education, Skills and Labour.

Biographies

Carol Anne Haley, Member for Burin – Grand Bank
Carol Anne Haley was born and raised in Point May and has been heavily involved in the regional community for many years. She served as a special assistant to former MP and current Lieutenant Governor Judy M. Foote. Prior to that, she worked in the field of economic development as a community service officer and coordinator with the Greater Lamaline Area Development Association. She served as a member of the advisory board for the Grand Bank Seamen’s Museum. Carol Anne also served on the Schooner Regional Development Corporation’s board. In 2015, Carol Anne was elected to represent the District of Burin-Grand Bank. In 2017, Carol Anne was appointed Parliamentary Secretary to the Minister of Health and Community Services.

Graham Letto, Member for Labrador West 
Graham Letto was born and raised in L’Anse au Clair on the Labrador Coast. He attended Memorial University of Newfoundland and moved to Labrador West in 1973, embarking on a 30-year career with the Iron Ore Company of Canada. Graham has long been involved in regional politics prior to his election to the House of Assembly. He served as mayor of the Town of Labrador City from 2001 to 2009. Additionally, he served as president of the Combined Councils of Labrador, president of Municipalities NL, among other leadership positions. In 2015, he was elected to represent the District of Labrador West and was appointed Parliamentary Secretary to the Minister of Municipal Affairs and Service NL. In 2017, he was appointed Parliamentary Secretary to the Minister of Natural Resources.

Bernard Davis, Member for Virginia Waters – Pleasantville
Bernard Davis is a lifelong resident of St. John’s, a dedicated community volunteer, and someone who is committed to enhancing and promoting community development issues across the province. A graduate of Memorial University (Bachelor of Commerce), Bernard served as the Executive Director and Program Coordinator of the Church Lad’s Brigade (C.L.B.) and as an elected Councillor at St. John’s City Hall before entering provincial politics. In 2015 Bernard was elected to represent the District of Virginia Waters – Pleasantville, and since then has served as Parliamentary Secretary to both the Minister of Health and Community Services and Minister of Service NL.

Betty Parsley, Member for Harbour Main
Born and raised in Harbour Main, Betty Parsley completed formal training in travel and tourism, embarking on a successful career as a travel consultant in the community for over 20 years. Prior to her election as the MHA for Harbour Main, Betty served as the mayor of Harbour Main-Chapel’s Cove-Lakeview. Her involvement in municipal politics began in 2007 when she was elected as a town councillor. During this time she was involved in a number of significant infrastructure projects and recreation initiatives within the community.

Scott Reid, Member for St. George’s – Humber
Scott Reid was raised in the community of Jeffrey’s on the West Coast. He earned several degrees from Memorial University, followed by studies at the University of Ottawa, where he attained a Ph.D. Scott worked as a researcher in the Government Members’ Office in 1989, advancing to senior positions in government including director of communications and director of research. Scott has also worked for the federal government and taught courses at MUN in the Department of Political Science and the Faculty of Business.

John Finn, Member for Stephenville – Port au Port
John Finn is a lifelong resident of Stephenville. A graduate of College of the North Atlantic’s community studies program, John worked with the Community Education Network as an employment counsellor and a housing and homelessness caseworker from 2008 until he was elected to the House in 2015. John was co-chair of the Newfoundland and Labrador Association for Career Practitioners from 2009–2010, and served on the town council of Stephenville, sitting on several key committees including finance.
