The Honourable Derrick Bragg, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.
UNDERTAKINGS REGISTERED:
Torbay Spray Coating Facility and Cabinet Manufacturing Plant (Reg. 2054)
Proponent: Elite Kitchens and Designs Inc.
The proponent proposes to build a cabinet manufacturing plant and install a spray coating system on a 0.6 hectare lot at 918 Torbay Road. The exhaust fans on the spray equipment will ventilate to the roof after filtering the particulates and volatile organic compounds. It is anticipated that the spray booth will be used approximately 12 percent of the time. The building will be 1,324 square metres in area consisting of a showroom, office, mill shop, storage area, paint booth area, and a commercial rental space.
The undertaking was registered on October 25, 2019; the deadline for public comments is November 29, 2019; and the minister’s decision is due by December 9, 2019.
Goobies South Cottage (Reg. 2055)
Proponent: Matthew Sooley
The proponent plans to construct a 9 metre by 11 metre recreational cottage within the community of Goobies South. The cottage lot will be accessed from the main road in Goobies South, located off the Burin Peninsula Highway, and, in the vicinity of the Come-By-Chance River. The cottage will have a septic system and artesian well.

On September 27, 2019, the Minister of Municipal Affairs and Environment advised the proponent that an Environmental Preview Report (EPR) is required for the project. An Environmental Assessment Committee has been appointed to provide scientific and technical advice to the minister and to prepare draft guidelines for conducting the EPR. The Environmental Assessment Committee includes representation from the following provincial and federal government agencies:

- Environmental Assessment Division – Committee Chairperson
- Pollution Prevention Division
- Water Resources Management Division
- Climate Change Branch
- Local Governance and Land Use Planning
