The Honourable Derek Bennett, Minister of Environment, Climate Change and Municipalities, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Windmill Bight Power Line Installation                                           (Reg. 2100)
Proponent: Newfoundland Power

The proponent has submitted a proposal to provide electrical service to Windmill Bight RV Park located in the Town of Lumsden. The project will involve the installation of poles, plate anchors, high voltage primary conductor, a pole mounted transformer, and a service wire to the electrical service. It will also involve the clearing of vegetation within the powerline easement.

The undertaking was registered on September 14, 2020; the deadline for public comments is October 22, 2020; and the minister’s decision is due by October 29, 2020.

Round Pond (South) Quarry                                                                   (Reg. 2101)
Proponent: JCL Investments Inc.

The proponent proposes to develop a 36-hectare quarry located approximately 800 metres east of the Butter Pot Provincial Park interchange at the Trans Canada Highway. Access will require upgrading of an existing trail and construction of approximately 800 metres of new road. The quarry will be used for removing sand, gravel and rock to support infrastructure developments on the northeast Avalon Peninsula.

The undertaking was registered on September 16, 2020; the deadline for public comments is October 22, 2020; and the minister’s decision is due by October 31, 2020.

ENVIRONMENTAL PREVIEW REPORT REQUIRED AND ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

Hammerdown Gold Mine                                                                         (Reg. 2091)
Proponent: Maritime Resources Corporation 

The minister has advised the proponent that an environmental preview report (EPR) is required for the project. Additional information is needed to inform the minister of the potential environmental effects of the project, including, but not limited to: a water management plan, a waste management plan, a gender equity and diversity plan, settling pond design, occupation and hiring arrangements, the use of best available control technology, positive and negative effects of the project on nearby communities, and public consultation. An Environmental Assessment Committee has been appointed to provide scientific and technical advice to the minister and to draft guidelines for the proponent for conducting the EPR. The Environmental Assessment Committee includes representation from the following provincial and federal government agencies:

UNDERTAKING RELEASED:

Conception Bay South (Laurel Road) Shore Stabilization             (Reg. 2093)
Proponent: Cahill Group of Companies

The project is released subject to the following conditions:

  • The proponent is required to uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
  • The proponent is required to update the Environmental Assessment Division on the status of the project, including a copy of all permits, licenses, certificates, approvals and other authorizations required for the project, one year from the date of this release letter and to provide additional updates if Project updates should be emailed to EAProjectComments@gov.nl.ca.
