Appointments Announced for Newfoundland and Labrador Liquor Corporation Board of Directors

The Honourable Siobhan Coady, Minister of Finance and Minister Responsible for the Newfoundland and Labrador Liquor Corporation, today announced two new appointments and two reappointments to the Newfoundland and Labrador Liquor Corporation (NLC) Board of Directors.

Glenn Mifflin and Donna Rideout have been appointed as members of the Board of Directors for a three-year term, effective immediately. In addition, Fraser Edison has been reappointed for a three-year term, and will be taking over the role of board chair, while Victoria Belbin has been reappointed for a three-year term and will be taking over the role of vice-chairperson.

Biographies for each of these appointees can be found in the backgrounder below. All four of these members were originally appointed based on recommendations from the Independent Appointments Commission (IAC).

The IAC is an independent body established by the Government of Newfoundland and Labrador to provide merit-based recommendations for appointments to approximately 30 Tier One Entities. These agencies, boards and commissions deliver important services including health care and k-12 and post-secondary education, and help manage our natural resources.

Biographies of the Appointed and Reappointed Members of the Newfoundland and Labrador Liquor Corporation Board of Directors

Victoria Belbin
Victoria Belbin is the Chief Capability Officer with Genoa Design International, a company providing production design and 3D modeling services to shipbuilding and offshore industries. Prior to this, Ms. Belbin spend nine years as the CEO of the Canadian Home Builders Association Newfoundland and Labrador. She has a strong background in board governance, with over 20 years’ experience in industry, government and both non-profit and for profit boards. In addition to joining the NLC Board of Directors in 2017, Ms. Belbin is Chair of the Governance Committee with the Workplace NL board of directors and sits on the boards of TaskforceNL and the H. Bliss Murphy Cancer Care Foundation. She received an Institute of Corporate Directors Designation in 2017 and has a Masters in Marine Studies from Memorial University.

Fraser Edison
Fraser H. Edison is the President of Rutter Inc., a global enterprise specializing in innovative marine, since 2003. Mr. Edison has extensive sector experience in finance, construction, oil and gas, and transportation management. In addition to joining the NLC Board of Directors in 2017, he is a current board member with Newfoundland Labrador Hydro and AIF Advisory (ACOA). Mr. Edison is also Past Chairman of Research & Development Corporation (RDC) and St. John’s International Airport Authority, served on the Board of the St. John’s Port Authority, was Chair of the Genesis Centre Selection Committee at Memorial University, and is a Past President of the St. John’s Board of Trade. He was the recipient of the 2019 Turning the Tide Marine Industry Lifetime Achievement Award.

Glenn Mifflin
Glenn Mifflin is Chief Executive Officer of Cuso International, an international development organization based in Canada. Before that, Mr. Mifflin spent 25 years as the Executive Vice President, Chief Financial Officer and Board Director of North Atlantic Refining Limited, as well as President of the marketing operation. He is a Director and Chair of the Audit Committee with Newfoundland Power Inc.; the former Director and Secretary-Treasurer of The Rooms Foundation; and a former Director of the Newfoundland Chapter of the Institute of Corporate Directors. Mr. Mifflin is an FCPA, holds an ICD.D designation and has an MBA from Queen’s University.

Donna Rideout
Donna Rideout has spent 33 years as a Chartered Professional Accountant and 27 years as a Chartered Financial Planner. Ms. Rideout started her career with Walters Hoffe Chartered Accountants, where she became a partner in 1996 and continued with Grant Thornton LLP after a merger in 2014, where she was a Principal until her retirement in 2015. Ms. Rideout has served on numerous boards of directors, including Newfoundland Power, the Heritage Foundation for Terra Nova Park, the Gander International Airport Authority (including a term as Chair), the Board of Examiners for the Canadian Institute of Chartered Accountants, the Institute of Chartered Accountants of Newfoundland and Labrador, and the Gander & Area Chamber of Commerce. Ms. Rideout has been a member of the Memorial University Board of Regents since 2018, and is one of three members cross-appointed to the Board of Governors of the College of the North Atlantic.
