The Provincial Government has announced seven appointments and two re-appointments to the Labrador-Grenfell Regional Health Authority Board of Trustees.
Appointed for three-year terms, the members include:

Labrador-Grenfell Health serves a population of approximately 37,000 people covering Labrador and all communities north of Bartlett’s Harbour on the Northern Peninsula.
The appointments were recommended through the merit-based Independent Appointments Commission. Members of the public interested in opportunities to serve on provincial agencies, boards and commissions are encouraged to complete an application at www.iacnl.ca.

Biographies for members appointed to the Labrador-Grenfell Health Regional Health Authority Board of Trustees
Noreen Careen
Noreen Careen has resided in Labrador West for the past 46 years, and spent the last 18 years of her 43-year working career as Executive Director of the Labrador West Status of Women Council. An active volunteer and social advocate, she is credited with being a driving force in capacity building within the Labrador City-Wabush relating to child care, women’s issues, seniors’ issues, housing and homelessness.
Ms. Careen was instrumental in construction of the Hope Haven women’s shelter and the opening of Labrador West’s first daycare and after school facility, along with the First Steps Family Resource Centre. She has served on many local, provincial and national boards, and is currently president of Twin Cities Seniors 50+ Club, and regional director for Labrador with the Newfoundland and Labrador 50-plus Federation. Ms. Caren is a board member on the Provincial Advisory Council on Seniors and Aging, and an active member with the Newfoundland and Labrador Housing and Homelessness Coalition. She is also a member of the Newfoundland and Labrador Prevention of Elder Abuse Network, and Vice-Chair with Violence Prevention Labrador. Ms. Careen is a recipient of the Seniors of Distinction Award, Royal Newfoundland Constabulary Community Services Award, and the Labradorian of Distinction Award.
Hope Colbourne
Hope Colbourne, who grew up on the Northern Peninsula, has over 30 years of experience with not-for-profit, community and government organizations. She holds a Master of Education degree in post-secondary education from Memorial University, and has completed post-graduate studies with both Boise State and Royal Roads Universities. She is a Certified Training and Development Professional, and has completed a number of certifications for internationally-renowned training with VitalSmarts.
Sandy Crowley
Sandy Crowley, a long-time resident of Labrador West, is a school-based speech-language pathologist. She holds Bachelor of Science and Master of Education degrees from Memorial University, and a Master of Science degree in Speech-Language Pathology from Western Illinois University. Ms. Crowley is currently President of the Newfoundland and Labrador Teachers’ Association’s (NLTA) Speech-Language Pathology Special Interest Council, and is a representative to the College of Audiologists and Speech-Language Pathologists of Newfoundland and Labrador, on the Newfoundland and Labrador Council of Health Professionals. She has also served on national committees with Speech-Language and Audiology Canada, and as a member of the negotiating committee for the NLTA’s Labrador West Branch.
Marsha Genge
Marsha Genge, a life-long resident of the Northern Peninsula, began her career in 2002, as a science teacher at Canon Richards Memorial Academy in Flower’s Cove. Since that time, she has been the Vice-Principal and currently serves as Principal. Ms. Genge also dedicates her time to being a teacher sponsor for sports teams, traveling with leadership students, organizing extra-curricular activities, and doing all she can to make school a wonderful place for students and staff. She has been involved in many community activities and events, including: Co-ordinator of the Deep Cove Jackrabbit Ski Program, President of the Straits Health Care Committee, and volunteering at Straits Arena.
Wyman Jacque
Wyman Jacque, a resident of Happy Valley-Goose Bay, has more than 25 years’ experience in financial accounting and/or senior management positions within the public and private sectors. He is a graduate of the Business Management Accounting Program at the Cabot Institute of Applied Arts and Technology (now known as College of the North Atlantic).
He is a former Town Manager with the Town of Happy Valley-Goose Bay, and former Deputy Minister of Finance, Human Resources and Technology with the Nunatsiavut Government.
In his current role as General Manager of Torngait Services Inc., a partnership between Nunatsiavut Group of Companies and ATCO Structures & Logistics, he also oversees the operation of the site services agreement with Vale at Voisey’s Bay, and leads the company’s business opportunities initiatives, as well as overseeing extensive recruitment and training programs.
Mr. Jacque has volunteered with the Canadian Red Cross – Newfoundland and Labrador Division, the Happy Valley-Goose Bay Citizens Crime Prevention Committee, and Labrador-Grenfell Health. He is currently treasurer of the Grand River Snowmobile Club.
Alton Rumbolt
Alton Rumbolt is a self-employed fisherman from Mary’s Harbour, He has served on the Town Council since 2001, as a Councillor, Deputy Mayor and Mayor. For the past 10 years, he has been Vice-president for Southeastern Labrador on the Combined Councils of Labrador. Mr. Rumbolt is an active member of the Mary’s Harbour Lion’s Club, Chair of the Mary’s Harbour Fishermen’s Committee, a member of the Inshore Council for Labrador Fishermen, as well as Chair of the shrimp and crab committees. Mr. Rumbolt was instrumental in forming the Harbour Authority of Mary’s Harbour, where he serves as President.
Stacy Ryan
Stacy Ryan was born and raised Happy Valley-Goose Bay, where she has been practicing law for the past 20 years. She holds a Bachelor of Arts degree Memorial University and a law degree from the University of New Brunswick. Since being called to the Bar in 2000, Ms. Ryan has spent majority of her career with Legal Aid Newfoundland and Labrador. She is also serves on the Board of Directors for the Mokami Status of Women Council.
Michelle Baikie
Michelle Baikie is a Grade-4 teacher at the Sheshatshiu Innu School. She holds a Bachelor of Education (Elementary) from Memorial University, a Master of Education (Literacy) from Mount Saint Vincent University, and a Master of Philosophy (Educational Research) from the University of Cambridge. She also holds a Bachelor of Science (Biomedical Photographic Communications) from the Rochester Institute of Technology.
Ms. Baikie’s career has included positions as cultural/counsellor, school administrator, ophthalmic photographer, at the Toronto Hospital – Western Division, and as a telemedicine co-ordinator for the Labrador-Grenfell Health. She is also a Fellow of the Royal Society of Arts (England and Canadian Chapters).
A Councillor with the Town of Happy Valley-Goose Bay, Ms. Baikie has also volunteered on numerous boards and committees, including the Grenfell Foundation, Them Days, the Aboriginal Peoples Television Network and the Canadian Hard of Hearing Association (Happy Valley-Goose Bay Chapter). She is a member of the Memorial University Board of Regents, where she serves on the Governance Committee. Ms. Baikie is also a member of the Board of Directors for The Rooms Corporation, and is currently Chair of the Governance Committee with Labrador-Grenfell Health.
Laura Lynn Decker-Ellsworth
Lynn Decker-Ellsworth, who resides in the Town of Roddickton-Bide Arm, is a substitute teacher with the Newfoundland and Labrador English School District. An avid community volunteer, she has been a member of the school council at Cloud River Academy, and was involved with the establishment of Family Resource Centres in her region. She served for many years as a member of her Town’s Recreation Committee, and was actively involved in fundraising for the establishment of a community playground, and for the upkeep of the local arena and swimming pool. Ms. Decker-Ellsworth has also served on Town‘s Come Home Year committee, and is a 12-year member of the Roddickton-Bide Arm Town Council, where she been Deputy Mayor, Mayor and now Councillor.
