New Commissioner of the RNC Public Complaints Commission

The Honourable Steve Crocker, Minister of Justice and Public Safety, today announced that Twila E. Reid has been appointed as Commissioner of the Royal Newfoundland Constabulary Public Complaints Commission. Ms. Reid replaces John Rorke who served in the position since 2008.

Ms. Reid is a St. John’s based lawyer with a background in respectful workplace and harassment investigations, arbitrations, collective bargaining, and administrative law. She also has expertise in the areas of labour law, employment law, human rights and privacy. A full biography can be found in the backgrounder below.

The RNC Public Complaints Commission is a civilian oversight body that helps maintain public confidence in policing. The Commission functions independently of both the Department of Justice and Public Safety and the RNC and has the authority to oversee and investigate complaints from the public concerning members of the RNC and, when appropriate, conducts public hearings with respect to particular complaints.

Ms. Reid begins her five-year term effective immediately.

BACKGROUNDER

 Biography of Twila Reid

Twila Reid is a partner in the St. John’s office of Stewart McKelvey. She primarily practices in the areas of administrative law, labour law, employment law, respectful workplace, harassment, investigations, arbitrations, collective bargaining, privacy, and construction litigation. She has appeared before all levels of court in Newfoundland and Labrador and before various administrative tribunals. Ms. Reid has completed the Directors Education Program with the Institute of Corporate Directors and holds the ICD.D designation.

In addition to her legal practice, Ms. Reid is a member of a variety of organizations both inside and outside of her community. She served a two year term on the national Canadian Bar Association Board of Directors and served as Chair of the National Administrative law section. Currently, she serves on the Judicial Advisory Committee: Newfoundland and Labrador, she is an instructor of the Bar Admission Course and sits on the Newfoundland and Labrador Employers’ Council. Ms. Reid is a published author having written in an academic law journal in the area of administrative law and is a regular author for Stewart McKelvey Thought Leadership articles.
