Public Advisory: Electronic Logging Devices Becoming Mandatory for Federally-Regulated Commercial Carriers

All motor carriers and drivers of commercial buses and trucks are required to maintain a daily log of hours driven to ensure that fatigue does not impair their ability to drive safe.

Beginning June 12, 2021, the Government of Canada is requiring federally-regulated motor carriers and drivers of commercial buses and trucks to switch their daily paper log to electronic by using electronic logging devices (ELDs). ELDs are required to be tested and certified by a third party accredited by Transport Canada. These devices help drivers accurately record their driving times, making it easier and faster to track, manage, share and improve the accuracy of a driver’s hours of service record, helping drivers stay within legally allowed driving hours, and reducing fatigue.

To support compliance by drivers and carriers, Newfoundland and Labrador is providing a one-year grace period to allow enough time for procurement, installation and training, during which time enforcement measures will focus on education and awareness.

This requirement currently applies only to federally-regulated carriers. Carriers that operate only in Newfoundland and Labrador are not required to install and use electronic logging devices at this time. The Provincial Government, however, is currently working towards implementing similar requirements for provincial carriers. Once developed, these requirements will be widely communicated and sufficient time will be provided for carriers to achieve compliance.
