The Honourable Derek Bennett, Minister of Environment, Climate Change and Municipalities, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Humber Village Apple U-Pick                                                        (Reg. 2124)
Proponent: Briarside Affairs Limited

 The proponent is proposing to develop a 4.22 hectare u-pick apple orchard near Humber Village, east of Corner Brook. Construction will include clearing vegetation and planting of semi-dwarf rootstock trees. The operation is expected to be fully mature in five years.

The undertaking was registered on March 4, 2021; the deadline for public comments is April 9, 2021; and, the minister’s decision is due by April 18, 2021.

Trout River – River Dredging                                                                              (Reg. 2111)
Proponent: Town of Trout River                                   

The project was released subject to the following conditions:

  • The proponent is required to uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
  • The proponent must prepare and submit an Environmental Protection Plan to be approved by the Minister of Environment, Climate Change and Municipalities prior to project commencement and shall include, but may not be limited to:
    • identification of culverts and private property in the project vicinity and measures that will be undertaken to prevent damage to those features;
    • a description, including illustrations and dimensions, of any temporary roads/bridges that are required to be built in conjunction with this project and plans for decommissioning of these features and rehabilitation of the affected area;
    • a spill response contingency plan specific for the proposed undertaking; and,
    • a management plan that describes appropriate preventative measures to minimize the risk of impacts on migratory birds, including measures to avoid incidental take of birds, nests and eggs.
  • A Watershed Survey prepared by a recognized engineering company, which includes:
    • identification of areas prone to erosion;
    • identification of areas for potential shoreline stabilization measures;
    • assessment of bridge for areas of flow constriction; and,
    • proposal of a timeline for implementation of measures to mitigate erosion and sedimentation.
  • The proponent is required to update the Environmental Assessment Division on the status of the project, including a copy of all  permits, licenses, certificates, approvals and other authorizations required for the project, one year from the date of this release letter and to provide additional updates if requested. Project updates should be emailed to EAProjectComments@gov.nl.ca.
  • The proponent is required to advise when the conditions of release have been met, by emailing a written description, documents, and images (where applicable) demonstrating that the conditions have been fulfilled to EAProjectComments@gov.nl.ca.
