Call for Proposals Issued for Supply and Service Sector Projects

As part of the Newfoundland and Labrador Offshore Oil and Gas Industry Recovery Assistance Fund, the Department of Industry, Energy and Technology announced today it is now accepting applications through a Call for Proposals to support oil and gas supply and service sector projects.

Proposed projects must focus on industry-led activities that will sustain the NL offshore oil and gas industry in the short-term and drive the recovery of the NL oil and gas sector over the long term. Eligible activities span across the full spectrum of the local oil and gas sector value chain and must support direct and indirect employment in NL or the offshore area; generate environmental benefits or co-benefits; and support existing oil and gas installations or infrastructure linked to an existing installation.

Projects must commence no later than June 1, 2021 and conclude by December 31, 2022. Projects that do not clearly demonstrate all eligibility requirements will not be considered for further evaluation.

Eligible applicants include commercial businesses and organizations involved in Newfoundland and Labrador’s offshore oil and gas sector with legal entities validly incorporated or registered in Canada and an office in the province. Offshore project operators are not eligible for this funding.

On September 25, 2020, the Federal Government announced $320 million to be administered by the province to support direct and indirect employment in the Newfoundland and Labrador oil and gas sector and activities that generate environmental or co-benefits. The Oil and Gas Industry Recovery Task Force, established by Premier Furey, was asked to develop recommendations on eligibility parameters and priority criteria for the fund.

A total of $288 million has been allocated for operators of existing offshore installations with the remaining $32 million for projects to support the local oil and gas service and supply community. Funding for the local service and supply community will be awarded to approved applicants in response to today’s Call for Proposals.
