The Provincial Government is improving correctional infrastructure and services in Newfoundland and Labrador.
A Request for Proposals (RFP) has been issued to three teams of companies interested in designing, building, financing and maintaining a new correctional facility to replace Her Majesty’s Penitentiary in St. John’s.
The new 276-bed correctional facility will include 264 beds for medium/high security incarcerated individuals, 12 beds for community reintegration individuals and will allow for more programming, recreation, and better mental health services.
The three proponent teams—Avalon Corrections Partners, East Coast Corrections Partners, and Harbour Justice Partners—were short-listed to receive the RFP following evaluation of their responses to a Request for Qualifications, issued in 2020.
Proponent teams were evaluated based on design-builder capabilities, service provider and financial capacity, and team lead experience. More details on each of the three proponent teams receiving the RFP are available in the backgrounder below.
Submissions are due in late 2022 and proposals will include details on:
- Mental health, health and structured intervention special handling units;
- A detention centre to replace the St. John’s lock-up on Duckworth Street;
- Spaces for programming, administration, recreation, laundry and kitchen services;
- A commitment to hiring workers based in Newfoundland and Labrador;
- A plan to assist with hiring tradeswomen and other local workers underrepresented in the workforce to work on the construction site;
- An apprenticeship training program for local apprentices;
- Financing and maintaining the facility over the 30-year contract.
The three teams will also participate in a business-to-business networking session with Newfoundland and Labrador Construction Association members in winter, 2022.
The Department of Transportation and Infrastructure anticipates site work to begin in 2022, construction on the new correctional facility to begin in spring 2023 and construction to be completed in three years.
Meanwhile, a contract valued at $8.2 million has been awarded to Moss Construction to increase capacity at the Labrador Correctional Centre in Happy Valley-Goose Bay.
The living unit extensions include a total of 18 cells to accommodate 36 incarcerated individuals. The project will also allow for improvements to the existing facility’s laundry, kitchen, and programming areas, and the addition of a medical suite. This renovation will allow Adult Corrections the option to house female and male offenders in Labrador, reducing the need for transports to other facilities on the island.
The Department of Transportation and Infrastructure anticipates work beginning in 2022 and being completed by the end of 2024.
