Input on Regionalization Being Sought from Local Service Districts and Unincorporated Areas

  • Municipal and Provincial Affairs

August 9, 2021

The Joint Working Group on Regionalization is seeking input from Local Service Districts and Unincorporated Areas on regionalization. The input will help inform recommendations and planning on regionalization. The Joint Working Group is comprised of representatives from the Department of Municipal and Provincial Affairs, Municipalities Newfoundland and Labrador (MNL), and the Professional Municipal Administrators of Newfoundland and Labrador (PMA).

Information regarding the consultation with residents of Local Service Districts and Unincorporated Areas is available at www.EngageNL.ca. Participants will be asked to complete a survey and can also provide information by email at regionalgovernment@gov.nl.ca or by mailing:

4th Floor, Confederation Building
P.O. Box 8700
St. John’s, NL, A1B 4J6

Fax:  709-729-5020

The consultation will be open until August 31, 2021.

Consultations on regionalization were held throughout 2017 and included 22 in-person sessions as well as an engageNL survey, and written and telephone submissions. This current consultation builds on the previous engagement process and will provide further information specific to Local Service Districts and Unincorporated Areas.

It also complements a targeted stakeholder consultation by the Department of Municipal and Provincial Affairs and a survey being conducted by Municipalities Newfoundland and Labrador of their membership.

Budget 2021 identified regionalization and sharing services as a priority to support sustainable communities and more efficient and effective services for residents, such as better planning, economic growth, and improved services through economies of scale.

Quote
“Regionalization is part of transforming how municipalities deliver services. There are many advantages that will help the work of town councils and Local Service District committees to benefit residents. These include access to regional economic development opportunities, fire services, land use planning, and infrastructure planning, including water systems and roads, some of which are not presently accessible to many communities. We look forward to the input from Local Service Districts and Unincorporated Areas, as well as input from the MNL survey, to help finalize a robust plan for regionalization in the province.”
