January 5, 2021

The Department of Transportation and Infrastructure has released the evaluation scoring for the three submissions for the procurement of the new 102-bed adult mental health and addictions hospital.

In July, the department announced Avalon Healthcare Partnership as the preferred proponent selected to design, build, finance and maintain a new adult mental health and addictions hospital in St. John’s.

Avalon Healthcare Partnership’s proposal received a score of 44.7/50 for its technical submission, which includes details on the hospital’s design, services offered, project schedule and management, and site development.

Technical submissions by the other two proponents received scores of 37.6 and 30.

Along with financial submissions, Avalon Healthcare Partnership’s proposal received an overall score of 88.7/100, while the other two proposals received scores of 87.6 and 69.9, respectively. More details on scoring are available in the backgrounder below.

Proposals were evaluated by a number of experts from Eastern Health, the Department of Health and Community Services and the Department of Transportation and Infrastructure, including doctors, nurses and engineers.

The department has finalized the project agreement with Avalon Healthcare Partnership, reaching financial close on October 2. Since that time, the two unsuccessful proponents have had an opportunity for debriefings, as per the Public Procurement Act.

Fairness advisor Optimus SBR observed and monitored the procurement process and concluded it was done fairly and the evaluation of proposals was completed in accordance with the criteria stated in the RFP. This report is available here.

The project includes:

  • A 240,000 square foot, six-storey, 102-bed hospital;
  • A parking garage with space for 1,000 vehicles; and,
  • A new 60-bed hostel to replace the Agnes Cowan Hostel.

The design of the new hospital can be viewed on YouTube.

Site work is well advanced to make way for construction of the hospital beginning this spring and to be completed in late 2024. Over the course of construction, more than 400 jobs are expected to be created.

Construction on the parking garage is underway and will be completed in late 2021.

Quote
“When this new hospital opens, patients will receive care in a modern, comfortable building. We are thankful to the doctors, nurses and engineers who evaluated the proposals and recommended the successful proponent. This hospital will meet the needs of mental health patients and their families, as well as all staff.”
Honourable Derrick Bragg
Minister of Transportation and Infrastructure
