Province Supports Recovery of Artists and Tourism and Hospitality Industry

The Honourable Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, today announced over $9 million for the Tourism and Hospitality Support Program and the Artist Support Program.

More than $7 million is available for the Tourism and Hospitality Support Program, which will be delivered by the Department of Industry, Energy and Technology.

More than $2 million is available for the Artist Support Program, to be delivered by the Department of Tourism, Culture, Arts and Recreation.

This funding is available for artists, and tourism and hospitality operators that were impacted by the sharp decline in business or professional opportunities between October 1, 2021 and February 28, 2022.

Eligibility criteria for the Tourism and Hospitality Support Program has expanded from the previous program, with new categories including audio/visual companies, caterers, performance spaces and privately-owned venues. Funding will be available from a minimum of $2,500 to a maximum of $15,000 per enterprise. Detailed program information and applications are available here.

Eligible applicants for the Artist Support Program are professional artists as defined in the Status of the Artist Act. Applicants will be eligible for a one-time payment of $3,000 to compensate for lost revenue, and lost opportunities for professional development or networking. Tourism is a strong economic driver in Newfoundland and Labrador. Prior to the pandemic, the tourism industry generated approximately $1.14 billion in spending annually. There are approximately 20,000 jobs in the tourism industry.

Newfoundland and Labrador has a vibrant cultural sector and a creative and artistically-engaged population. The strong sense of cultural identity has positive effects on the health and wellness of our residents. Prior to the pandemic, cultural industries contributed approximately $451 million and nearly 5,000 jobs to the provincial economy.

2022 Tourism and Hospitality Support Program and Artist Support Program Eligibility Guidelines

Tourism and Hospitality Support Program

Applicant Eligibility – General

  • Eligible applicants are tourism and hospitality operators that have experienced loss of sales/income in the period from October 1, 2021 to February 28, 2022. See target groups below.
  • Eligible applicants will be eligible for a minimum contribution of $2,500 or a contribution calculated at ten per cent of total loss of sales/income from October 1, 2021 to February 28, 2022, up to a maximum of $15,000, per enterprise based on a comparison with October 2019 to February 2020.
  • Corporations and sole proprietors/partnerships must be Newfoundland and Labrador owned and operated.
  • Municipalities are not eligible.
  • Applicants shall have their primary place of operations in Newfoundland and Labrador and be incorporated in Newfoundland and Labrador, if required.
  • Prior to October 1, 2021, applicants were in a financial position to operate and able to continue operations in 2022.
  • Applicants are eligible to receive one non-repayable contribution per enterprise.
    • Applicants must have a minimum loss of $2,500 to be eligible.
  • Applications will be processed on a first come, first served basis until March 15, 2022.
  • Applicants in eligible categories that received funding during the previous Tourism and Hospitality Support Program intake periods are eligible to apply again.

Target Groups

Eligible applicants will be determined based on the following categories:

  • Independent, commercially-operated full-service restaurants, cafes and caterers that hold a class 2 license from Digital Government and Service NL
  • Privately-owned drinking establishments, including bars, lounges, craft breweries and wineries
  • Hotels and other licensed accommodations (Registered with the Newfoundland and Labrador Tourism Operator Portal)
  • Outfitters (Registered with the Newfoundland and Labrador Tourism Operator Portal)
  • Attractions (Registered with the Newfoundland and Labrador Tourism Operator Portal)
  • Transportation (Registered with the Newfoundland and Labrador Tourism Operator Portal)
  • Tour operators (Registered with the Newfoundland and Labrador Tourism Operator Portal)
  • Retail operations (Registered with the Newfoundland and Labrador Tourism Operator Portal)
  • Audio/Visual companies
  • Privately-operated event planners
  • Performance spaces
  • Privately-operated event venues

Artist Support Program

Eligibility Guidelines

The Artist Support Program is a short-term financial support program offered by the Department of Tourism, Culture, Arts and Recreation (TCAR) for professional artists and musicians whose earnings have been impacted by the COVID-19 pandemic.

Applicant Eligibility – General

Eligible applicants:

  • Are professional artists as defined in Section 5 of the Status of the Artist Act.
  • Can provide documentation of lost earnings and opportunities from artistic activities between October 1, 2021, and February 28, 2022. Examples may include but are not limited to:
    • Cancelled, withdrawn or diminished opportunities for performances, artist residencies, talks, panels, exhibitions, festivals, fairs, readings, teaching opportunities, and other appearances where your work may have been sold, your profile as an artist promoted, or you may have gained professional skills;
    • Reduced earnings resulting from the closure of bookstores, galleries, private studios and theatres;
    • Costs associated with adaptation from live to digital dissemination; and,
    • Research, workshopping, and other activities that were impossible to undertake that may have led to a completed project.
  • Are current residents of Newfoundland and Labrador (defined as living in the province a minimum of the last twelve months or filed their 2020 tax return in the province). If there are any special circumstances related to your residency, please include it in the application.
  • Are at least 18 years of age.
  • Eligible applicants will be eligible for a contribution of $3,000.
  • Artists who received a grant from the Artist Support Program during the previous intake periods are eligible to apply again.
  • Applications will be processed on a first-come, first-served basis until March 15, 2022.
