Over $12 Million for Job Creation and Student Employment will Support Come Home 2022

The Provincial Government is now accepting applications for Job Creation Partnerships and Student Summer Employment programs with the aim of boosting Come Home 2022 efforts in every corner of Newfoundland and Labrador.

Enhanced Job Creation Partnerships
Job Creation Partnerships is dedicating $5 million of the $10.5 million total budget exclusively for Come Home 2022 projects. This year will also feature the following increased pay for workers:

  • Supervisor or equivalent – $638 per week, up from $595 (e.g., project supervisor, skilled carpenter, or program manager);
  • Administrator or equivalent – $603 per week, up from $540 (e.g., museum interpreter, administration or program coordination); and
  • General labour or equivalent – $540 per week, up from $510 (e.g., office clerk or maintenance).

Employers can apply online. Approvals will begin in late April and continue thereafter, subject to available funds. Deadline for submitting an application is August 19, 2022.

Student Summer Employment
Non-profit and private sector employers can apply for a portion of over $1.6 million in subsidies to employ students this summer. Many students can expect to be employed restoring and enhancing community features that support Come Home 2022 activities.

Non-profit employers are provided with 100 per cent subsidy for positions. Private sector employers, such as those operating in the tourism and hospitality sector, will receive a wage subsidy reimbursement of 60 per cent of the student’s hourly wage, to a maximum of $13.20 per hour.

Deadline for submitting an application for the Student Summer Employment Program Post-Secondary is April 5, 2022, and for the Student Summer Employment Program High School is April 7, 2022.

Enhanced Job Creation Partnerships
Job Creation Partnerships support non-profit projects that provide participants with skills and experience to help secure permanent employment. Supported by the federal-provincial Labor Market Development Agreement, approved projects must benefit both program participants and their communities.

Highlights from 2021-22 Job Creation Partnerships
In 2021-22, 133 projects were funded to support approximately 505 people under the Job Creation Partnerships program. Below are several examples of projects that enhanced tourism and heritage features in the province.

  • Preserving History and Growing Tourism in Historic Cupids – The Baccalieu Trail Heritage Corporation employed two Archaeological Field Assistants for 18 weeks. These employees assisted in the archaeological excavation, stabilization, interpretation and cataloguing at the Cupids Cove Plantation Historic Site. This initiative resulted in employees receiving substantial training in archaeology and heritage, and helped to grow this tourist attraction in the Baccalieu Trail region.
  • Boosting the Gros Morne Fall Festival in Cow Head – Cow Head Conservation and Heritage Incorporated hired a full-time employee during peak season to help prepare for the Gros Morne Fall Festival and to begin the development for an online shop for the local museum. The job creation partnership allowed the growth of the tourism product to entice more visitors to come to and stay in that area of Gros Morne.
  • Upgrading Community Features in Conception Bay North- Gull Island Recreation Incorporated hired six full-time employees to upgrade and beautify many community features. They repaired and upgraded a boardwalk, constructed picnic spaces, and improved a community gazebo. As a result, the Gull Island Walking Trail has become a rejuvenated feature of the community that will attract both locals and visitors.

Student Summer Employment Programs
In 2021-22, 1,594 students were employed in Student Summer Employment Programs.

Student Summer Employment Program High School
Not-for-profit organizations who hire a high school student for four to eight weeks, up to 40 hours per week, during the summer receive a wage subsidy of 100 per cent of the hourly minimum wage rate as well as 15 per cent to cover mandatory employment-related costs.

Student Summer Employment Program Post-Secondary
Private sector employers now receive a wage subsidy reimbursement of 60 per cent of the student’s hourly wage, to a maximum of $13.20 per hour. Employers can hire a post-secondary student for five to 12 weeks, up to 40 hours per week, during the summer. Not-for-profit organizations that hire a post-secondary student receive a wage subsidy of 100 per cent of the hourly minimum wage rate, as well as a reimbursement to cover mandatory employment-related costs.
