Office of the Child and Youth Advocate – Child and Youth Advocate Issues Statement Regarding Recent Human Rights Decision

The Child and Youth Advocate has reviewed the recent Human Rights decision regarding Carter Churchill and reiterates that all children and youth in Newfoundland and Labrador have a right to the best possible education and school experience. The Human Rights decision highlights the fundamental importance of the right to an education for all children and youth.

This is a critically important decision for Carter, his family and for all d/Deaf and hard of hearing students and future students. The Child and Youth Advocate said, “I fully expect that this ruling will serve as a guidepost to develop policies that will ensure that children with exceptionalities, are able to participate fully in the classroom environment and meet their full potential as students.”

This decision will have positive rights based implications for all children. The Child and Youth Advocate will continue to advocate that the rights of children and youth be recognized, respected and advanced.
