Provincial Government Seeking Consultants for New Community Mental Health and Addictions Centre

A Request for Proposals (RFP) has been issued for a consultant to assist Newfoundland and Labrador Health Services with programming of a new community mental health and addictions centre on the Northeast Avalon.

The new facility will be a specialized treatment centre for patients with persistent mental health illness, who require longer-term treatment than the service to be provided at the new adult mental health and addictions hospital that is anticipated to be completed in late 2024 and open in early 2025.

The new centre will also help patients with a mental illness, developmental disability, or acquired brain injury and patients in mental health distress who do not need to be in hospital but need a safe place where they can resolve their current issues.

The new centre will contribute to the realignment and optimization of the delivery of mental health services in the region. The consultants’ work will include:

  • An analysis of the clinical and support services to be provided at the new centre and the volume of these services;
  • The space requirements for the delivery of the programs and services;
  • An outline of how services will be delivered;
  • Preliminary operating costs; and
  • Required human resources.

The consultant will also help determine if the 20-bed Recovery Centre, located in Pleasantville, should also be co-located with the new facility.

The Provincial Government’s Towards Recovery Action Plan recommended more services be provided in community and closer to home in addition to the replacement of the Waterford Hospital.

Budget 2023 allocated $5 million for community-based mental health services, as part of a $40 million investment for community-based wraparound mental health and addictions services.
