The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.

Undertaking Registered:

Bay de Verde Marine Residual Material Processing Facility         (Reg. 2397)
Proponent: Quinlan Brothers Ltd.

The proponent is proposing to develop a marine residual material processing facility adjacent to its existing crab and salmon processing operations at 6 Wharf Road in Bay de Verde. The project would convert crab, salmon, and other finfish residual materials currently disposed of at sea or in landfills into fish oil, dried meals and other solids for use in aquaculture feed, pet food and for human consumption.

Construction is anticipated to begin in fall 2026, with commissioning and full operation expected in 2027. The project is expected to create eight to 10 full-time positions. The undertaking was registered on March 27, 2026. The deadline for public comment is May 1, 2026, and the minister’s decision is due by May 11, 2026.

Environmental Preview Report Submitted:
Avalon Isthmus North Atlantic Refining Corp. Green Energy Project (Reg. 2363)
Proponent: North Atlantic Refining Corp.

The proponent has submitted an Environmental Preview Report as required by the minister. The Environmental Preview Report is subject to a public and government review and can be viewed on the Department of Environment, Conservation and Climate Change website at: https://www.gov.nl.ca/eccc/projects/projects-2363/.

Printed copies of the Environmental Preview Report will be available at the town offices of Sunnyside, Arnold’s Cove, Come by Chance and Chance Cove and at the Arnold’s Cove Area Chamber of Commerce.

Public comments regarding the Environmental Preview Report are welcome and may be submitted to EAProjectComments@gov.nl.ca or mailed to the below address:

Public comments must be received by May 1, 2026. The minister’s decision on the acceptability of the Environmental Preview Report is due by May 11, 2026.

Come By Chance Refinery Crude Connecting Line                         (Reg. 2052)
Proponent: NARL Logistics Limited Partnership

The term of the minister’s decision to release the project has expired. The project must be registered again for environmental assessment to proceed.
