The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.

Undertakings Registered:
Thorburn Lake Forest Access Road Quarry
                                      (Reg. 2399)
Proponent: L’Tuek Construction Inc.

The proponent is proposing to develop and operate a five-hectare quarry near Thorburn Lake approximately 4.5 km southwest of the Thorburn Lake access road. Work would include the construction of a 165‑metre access road, and operations would involve clearing, screening and stockpiling. There would be no blasting or on‑site fuel storage. The quarry would supply sand and gravel to support concrete production in Clarenville.

The undertaking was registered on April 2, 2026. The deadline for public comment is May 7, 2026, and the minister’s decision is due by May 17, 2026.

Exploits River Goodyear’s Dam Upgrades                                          (Reg. 2398)
Proponent: Newfoundland and Labrador Hydro

The proponent is proposing significant upgrades to Goodyear’s Dam, located approximately four kilometres upstream of the Grand Falls Generating Station. Work would include buttressing both the north and south sections of the dam, constructing a new fishway on the south side of the dam to maintain Atlantic Salmon passage, infilling and abandonment of the deteriorated existing fishway on the north side of the dam, and creating laydown areas to support construction and maintenance of the dam.

Labrador West Cowboy Creek Sand and Gravel Quarry               (Reg. 2388)
Proponent: Allard Distributing Ltd.

The project has been released from environmental assessment subject to the conditions as outlined in the minister’s decision letter available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/project-2388/

Draft Co-operation Agreement
The Government of Newfoundland and Labrador has released a draft co-operation agreement with the Government of Canada that outlines a coordinated approach to environmental impact assessments.

The proposed agreement is intended to strengthen collaboration between the provincial and federal governments, reduce duplication, support more efficient environmental assessment processes, and attract investment while maintaining strong environmental protections.

A 30-day public comment period for the draft agreement is underway, providing Indigenous governments and organizations, industry, and the public with an opportunity to review the draft and share feedback before it is finalized.
