The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.

Undertakings Registered:
Mint Brook Resources Road Quarry
(Reg. 2401
Proponent: Department of Transportation and Infrastructure

The proponent is proposing to develop and operate an approximately 7‑hectare expansion of an existing quarry area located about 2 km west of the Trans‑Canada Highway, off Mint Brook Resource Road, in the town of Gambo. The quarry would supply aggregate for provincial highway construction, upgrades, and ongoing maintenance in central Newfoundland.

The undertaking was registered on April 9, 2026. The deadline for public comment is May 15, 2026, and the minister’s decision is due by May 24, 2026.

Indian River Quarry Extension (Reg. 2400)
Proponent: J & J Paving Ltd.

The proponent is proposing to develop and operate a 7.3-hectare expansion of an existing quarry area located about 8.6 km west of Springdale Junction along the Trans-Canada Highway. The quarry would supply aggregate materials for road construction, asphalt production, and municipal infrastructure projects in the region.

The undertaking was registered on April 9, 2026. The deadline for public comment is May 15, 2026, and the minister’s decision is due by May 24, 2026.

Undertaking Released:

Holyrood Shingle Recycling Facility (Reg. 2391)
Proponent: Black Rock Construction Group/86790 Newfoundland & Labrador Ltd.

The project has been released from environmental assessment subject to the conditions as outlined in the minister’s decision letter available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/project-2391/.

Plans Accepted:

CBPPL Zone 5, District 10 Five-Year Forestry Operating Plan (2026-2030) (Reg. 2367)
Proponent: Corner Brook Pulp and Paper Ltd.    

On April 7, 2026, the minister advised the proponent that the Greenhouse Gas Management Plan for the CBPPL Zone 5, District 10 Five-Year Forestry Operating Plan (2026-2030) was reviewed and found to be acceptable. The Greenhouse Gas Management Plan was required as a condition of release from environmental assessment and is available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/project-2367/.

Corner Brook and Massey Drive Multi-use Trail (Reg. 2328)
Proponent: West Coast Cycling Association

On April 7, 2026, the minister advised the proponent that the Waste Management Plan for the Corner Brook and Massey Drive Multi-use Trail project was reviewed and found to be acceptable. The Waste Management Plan was required as a condition of release from environmental assessment and is available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/project-2328/.
