The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.

Undertakings Registered:
Baie Verte Concrete Batch Plant                                                           (Reg. 2411)
Proponent: Steady Mix Concrete Inc.

The proponent is proposing to establish and operate a concrete batch plant in an active industrial construction yard located at #6 Route 412 in the town of Baie Verte. The proposed area for the batch plant is approximately 40 metres by 50 metres and the undertaking is expected to operate for up to four years, subject to project demand. The project would establish a local concrete supply source to support construction and mining-related development in the Baie Verte area. The undertaking was registered on May 21, 2026. The deadline for public comment is June 26, 2026, and the minister’s decision is due by July 5, 2026.

Petty Harbour Breakwater                                                                       (Reg. 2410)
Proponent: Fisheries and Oceans Canada, Small Craft Harbours

The proponent is proposing to construct a 120-metre rubble mound breakwater on the east side of the small craft harbour marina in the town of Petty Harbour-Maddox Cove. A 230-metre extension to the town’s effluent pipeline is also proposed, with the sewer outfall relocated to the seaward side of the proposed breakwater. Access to the site during construction would be from the southern shore of Petty Harbour. Indian River Quarry Extension                                                               (Reg. 2400)
Proponent: J & J Paving LTD

The project has been released from environmental assessment subject to the conditions as outlined in the minister’s decision letter available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/project-2400/.

Avalon Isthmus North Atlantic Refining Corp. Green Energy Project    (Reg. 2363)
Proponent: North Atlantic Refining Corp.

The project has been released from environmental assessment subject to the conditions as outlined in the minister’s decision letter available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/projects-2363/.

Plans Accepted:

St. Anthony Gravel Quarry Extension                                                 (Reg. 2392)
Proponent: Strangemore’s Electrical Ltd.

The minister has advised the proponent that the Water Resources Management Plan for the project is acceptable. The Water Resources Management Plan was required by a condition of release from environmental assessment and is available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/project-2392/.

Long Harbour Quarry                                                                                (Reg. 2348)
Proponent: J-1 Contracting Ltd.

The minister has advised the proponent that the Water Resources Management Plan for the project is acceptable. The Water Resources Management Plan was required by a condition of release from environmental assessment and is available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/projects-2348/.
