The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.

Undertakings Registered:

Garnish River Crossing                                                               (Reg. 2416)
Proponent: Garnish Point-Rosie Trail Association Inc.

The proponent is proposing to ford the Garnish River as a part of routine trail maintenance for the Garnish Point-Rosie Trail. Fording would occur during periods of low water levels, up to twice per season, to allow heavy equipment to access the trail for annual maintenance. While trail users currently access the trail via a downstream bridge suitable for ATV’s, the bridge cannot accommodate maintenance equipment. The undertaking was registered on June 25, 2026. The deadline for public comment is July 31, 2026, and the minister’s decision is due by August 9, 2026.

Badger Training Academy Quarry                                            (Reg. 2417)
Proponent: Central Training Academy Inc.

The proponent is proposing to operate an existing five-hectare quarry located approximately three kilometres west of the town of Badger for the purpose of sourcing aggregate materials for various construction projects including residential land development and road construction.

The undertaking was registered on June 25, 2026. The deadline for public comment is July 31, 2026, and the minister’s decision is due by August 9, 2026.

Proponent: Where Ya Wannabe Outfitters / 77375 Newfoundland and Labrador Ltd.

An Environmental Assessment Committee has been appointed to provide scientific and technical advice to the minister and to prepare guidelines for conducting the Environmental Preview Report. The Environmental Assessment Committee includes representation from the following government agencies:

  • Department of Environment, Conservation and Climate Change
    • Environmental Assessment Division
    • Policy, Planning and Natural Areas Division
    • Water Resources Management Division
  • Department of Forestry, Agriculture and Lands
    • Wildlife Division

St. Lawrence South Ridge Fluorspar Mine Extension Project      (Reg. 2406)
Proponent: Canada Fluorspar (NL) Inc.

An Environmental Assessment Committee has been appointed to provide scientific and technical advice to the minister and to prepare guidelines for conducting the Environmental Impact Statement. The Environmental Assessment Committee includes representation from the following government agencies:
