The Provincial Government today announced the approval of the request by the Local Service Districts of Mainland and Three Rock Cove to incorporate as a new municipality.

As a new municipality, Mainland and Three Rock Cove will have:

  • Enhanced legislative authority.
  • Access to mandatory and voluntary training on topics such as roles and responsibilities, financial management, conflict of interest, and council meetings and procedures.
  • Increased efficiencies in decision-making processes, including authority to develop and enforce by-laws through a single town council governance structure.
  • Access to increased revenue from sources such as property tax, business tax and municipal operating grants
  • Ability to leverage additional provincial and federal funding for current and new municipal infrastructure projects.
  • Opportunities to attract new businesses and economic growth.

The Department of Municipal and Community Affairs will establish a transition committee consisting of departmental and Local Service Districts’ committee representatives to determine next steps and associated timelines.

The incorporation of Mainland and Three Rock Cove as a single town aligns with this government’s vision of creating sustainable communities and regions throughout Newfoundland and Labrador.
