The Provincial Government is taking steps to meet its platform commitment to address costly transportation challenges faced by Labrador travellers. The release of a request for proposals (RFP) is for a consultant to complete a specialized, technical and market analysis related to air affordability and service sustainability in Labrador.
The vast geography of Labrador’s big land makes air travel essential for connecting communities, supporting local economies and ensuring residents and businesses can access vital links throughout the province.
The successful proponent will engage with industry, governments and other stakeholders, conduct an airfare modelling assessment for Labrador, assess factors contributing to airfare affordability, and conduct comparative analyses and assessments related to the air service needs of remote regions and the associated socio-economic impacts that affect Labrador residents and communities.
Upon completion of the review, the Provincial Government will be better positioned to identify means of addressing air access and affordability in Labrador.
The closing date for submissions is November 10, 2026, subject to change if required. Information regarding public calls for bids issued and awarded by the Government of Newfoundland and Labrador and other public bodies is available by visiting www.merx.com/govnl.

“Affordability and accessibility of air travel are significant and persistent issues for Labrador travellers. This assessment will help government identify the root causes of exorbitant airfare prices. Our government is committed to not only identifying variables that contribute to our high airfare costs in Labrador, but we will use the information to address them.”
