The Provincial Government will issue a public expression of interest for the potential divestment and future development of the Buchans Generating Facility.
The expression of interest will invite interested parties to bring forward proposals outlining potential uses for the facility, anticipated economic benefits and plans for its long-term operation and development.
As a publicly owned asset, any potential divestment must be considered through a fair, transparent and competitive process. The expression of interest will allow government to assess the market, compare potential proposals and determine the approach that offers the greatest overall benefit to Newfoundland and Labrador.
The process will also provide an opportunity to identify proposals that support regional economic development, Indigenous participation, employment, investment and the productive use of existing infrastructure.
In March 2025, the Provincial Government provided a non-binding letter of intent indicating a willingness to discuss the potential divestment of the facility with a consortium consisting of Qalipu First Nation, Qalipu Holdings LP, Growler Energy Inc. and Angler Solutions Inc. The consortium will be encouraged to participate in the public process.
Further information regarding the expression of interest, including submission requirements and timelines, will be released when the process is formally issued.
