The Government of Newfoundland and Labrador is increasing financial support for foster families and kinship carers throughout the province. Kinship care is approved care provided by family and other significant persons in the child’s life.

Through Budget 2026, the Provincial Government has committed $8 million to strengthen financial supports for carers. This funding will introduce new rates for foster and kinship families, taking effect June 1, 2026, and will be reflected in payments on June 16. This is the first time in 12 years that the rates have increased.

The funding will increase monthly support, ranging from $395 to $680 per child or youth based on age and location. Financial processes are being improved to ensure foster families and kinship carers get paid faster.Additionally, the annual operating funding for Foster Families Newfoundland and Labrador will increase to $500,000, which will enhance services and expand supports for families. The Provincial Government is also working toward a province-wide recruitment campaign to encourage more individuals and families to consider becoming foster parents and to highlight the life-changing difference they can make.

Together, these actions deliver on key commitments in Budget 2026: Opportunity for All of Us, to strengthen supports and improve outcomes for children and youth. More detailed information on Budget 2026 is available here.

Quotes
“Foster parents and kinship carers change lives. They step in when children are facing uncertainty and provide something every young person needs – a safe place, a caring presence and a sense of belonging. This increase reflects our commitment to better support the people who open their homes and their hearts every day. When we support carers, we support children and we help ensure that more young people in our province can grow up knowing they are safe, they are valued, and they belong.”
Honourable Joedy Wall
Minister of Social Supports and Well-Being

“This investment is a meaningful and long-awaited step forward for foster and kinship families. It acknowledges both the realities that families are facing and the essential role they play. We look forward to continuing our partnership with government to ensure these supports make a real difference in the day-to-day lives of children and carers.”
