The Government of Newfoundland and Labrador is taking an important step to modernize student transportation throughout the province, introducing mandatory registration for Kindergarten to Grade 12 school bus service.
School bus service is essential for many families, supporting access to education, enabling parents to work, and helping communities function smoothly. While all students in Newfoundland and Labrador are currently eligible for bus service, there has been no requirement to register, leaving planners to assume that every eligible student will use the system, even though many do not.
Mandatory registration will allow the Department of Transportation and Infrastructure to plan bus routes and capacity based on precise information about how families actually require student transportation services.
Under the new approach, all school bus routes, including secondary approved stops for circumstances such as child care centres, will be finalized before the start of the school year, thereby providing predictable seating and eliminating the reliance on courtesy seating.
No student will lose a seat through this process and families will no longer spend the first weeks of school waiting for route confirmation or managing last‑minute transportation arrangements.
Accurate registration data will enable the department to optimize bus routes and schedules, redeploy buses to areas of highest demand and ensure public resources are used efficiently and responsibly. Centralizing registration with the department will also reduce administrative burden on schools, allowing teachers and administrators to focus on student learning rather than transportation logistics.
Throughout this modernization effort, families will also gain access to enhanced transportation technology, including real‑time bus location information, service updates and notifications, and alerts when students board and exit the bus. This is in keeping with our commitment to safer communities.
The new registration requirement will be phased in over three years, beginning September 2026 for the first 17 schools. This approach will give families, schools, and transportation partners the opportunity to adjust while service is steadily improved throughout the province.
Government will also be launching a survey in the coming days to gauge interest in changing the start and end times for schools, so as to improve efficiency and reduce the number of buses required by the entire system. Reducing the number of buses could ease traffic congestion on school grounds during drop-off and pick-up times. It would translate into a reduction of the number of routes, while maintaining the same level of service. Additional information on the survey will be available in the coming days.
