The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.
Undertaking Registered:
Holyrood Shingle Recycling Facility (Reg. 2391)
Proponent: Black Rock Construction Group/ 86790 Newfoundland & Labrador Limited
The proponent is proposing to develop an asphalt shingle recycling facility at 49 Horizon Drive in Holyrood. Construction would include site clearing, grading, paving, and installation of equipment including a grinder, asphalt recycler, truck scales and a scale house. Recycled asphalt pavement would be used for road construction and maintenance. The undertaking was registered on February 26, 2026. The deadline for public comment is April 3, 2026, and the minister’s decision is due by April 12, 2026.

CBPPL Zone 5, District 10 Five-Year Forestry Operating Plan (2026-2030)
Proponent: Corner Brook Pulp and Paper Limited (CBPPL) (Reg. 2367)
On February 19, 2026, the minister advised the proponent that the Erosion and Sedimentation Control Plan and the Tourism Stakeholder Consultation Plan for the project were accepted. These plans were required as conditions of release from environmental assessment.
