The Honourable Loyola O’Driscoll, Minister of Fisheries and Aquaculture, today released details on a new streamlined process for fish processing licensing in Newfoundland and Labrador, including an updated Fish Processing Licence application and a new Conditional Processing Facility application.

The Department of Fisheries and Aquaculture, in discussions with FFAW-Unifor and Association of Seafood Producers, have developed a streamlined application for a Fish Processing Licence that would enable applications to be processed in an efficient and timely manner. Key updates include elimination of identifying sources of raw material, refinement of the economic and employee benefits sections, along with efficiencies within the planning section, in particular with business plans and waste disposal plans. The application is available here.

The new Conditional Processing Facility Licence is for parties who are committed to buying, constructing or renovating a fish processing facility and who meet all application eligibility criteria. This licence is intended to help support financing qualifications. The application criteria clearly outline a thorough understanding of the requirements for operating as a fish processor. The licence does not grant the holder authority to process. The application is available here.

In March, the department announced that all new fish processing licence applications will be received at the department for analysis and a recommendation provided to the Minister, for consideration under Section 5 of the Fish Inspection Act. Existing applications continue to be expeditated by the Fish Processing Licencing Board under the existing process. At this time, the Board will continue to participate in the appeals process.
