The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.

Undertakings Registered:
CBPPL Zone 3 Five-Year Forestry Operating Plan (2027-2031)               (Reg. 2425)
Proponent: Corner Brook Pulp and Paper Limited

The proponent has submitted a proposal for a Five-Year Operating Plan for Zone 3, which includes Forest Management Districts 5 and 6 surrounding Gander. Zone 3 extends from Central Newfoundland northeast between Gander and western Terra Nova National Park boundary and to the northeast coast known as the Road to the Shore. The plan describes proposed timber harvesting operations, construction of access roads and silviculture activities. The plan covers the period from January 1, 2027, to December 31, 2031.

The undertaking was registered on July 10, 2026. The deadline for public comment is August 14, 2026, and the minister’s decision is due by August 24, 2026.

CBPPL Zone 7 Five-Year Forestry Operating Plan (2027-2031)               (Reg. 2424)
Proponent: Corner Brook Pulp and Paper Limited

The proponent has submitted a proposal for a Five-Year Operating Plan for Zone 7, which includes Forest Management Districts 9 and 16 surrounding White Bay. Zone 7 extends from Deer Lake in the west to Cat Arm in the north and includes all of the Baie Verte Peninsula. The plan describes proposed timber harvesting operations, construction of access roads and silviculture activities. The plan covers the period from January 1, 2027, to December 31, 2031.

Crown Zone 1 Five-Year Forestry Operating Plan (2027-2031)                 (Reg. 2423)
Proponent: Department of Forestry, Agriculture and Lands

The proponent has submitted a proposal for a Five-Year Forest Management Plan for Zone 1, on the Avalon Peninsula and proceeds west to Come By Chance. The plan describes commercial and domestic timber harvesting operations, construction of access roads and silviculture activities. The plan covers the period from January 1, 2027, to December 31, 2031.

Belleoram Transmission Line                                                                (Reg. 2422)
Proponent: Newfoundland and Labrador Hydro

The proponent is proposing to construct a 6.3-kilometre distribution line to connect the English Harbour West distribution system to the Belleoram Crushed Granite Rock Export Quarry. Project activities would include vegetation clearing along a new right-of-way, bedrock drilling and installation of wood poles. Construction is planned for 2026 with an anticipated service life of approximately 40 years.

Environmental Preview Report Required and Environmental Assessment Committee Appointed:

Queensway Gold Project                                                                         (Reg. 2408)
Proponent: New Found Gold Corp.

The minister has advised the proponent that an Environmental Preview Report is required for the project.

An Environmental Assessment Committee has been appointed to provide scientific and technical advice to the minister and to prepare guidelines for the proponent in preparation of the Environmental Preview Report. The public will be invited to provide comments on the Environmental Preview Report upon its submission. Plan Accepted:

Indian River Quarry Extension                                                               (Reg. 2400)
Proponent: J & J Paving Ltd.

The minister has advised the proponent that the Water Resources Management Plan for the project is acceptable. The Water Resources Management Plan was required as a condition of release from environmental assessment and is available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/project-2400/.
