The Provincial Government is inviting public feedback on potential changes to Newfoundland and Labrador’s Highway Traffic Act to ensure the legislation remains current, effective and responsive to evolving road safety issues.
The Honourable Mike Goosney, Minister of Government Services, will be available to speak to media today (Thursday, August 13) about the consultations. The availability will be held at Voltage Powersports, 60 Harbour Drive, St. John’s, at 1:30 p.m.
The public can participate in several ways. An online questionnaire can be completed on engageNL. Participants must create an account before responding if they do not already have one. Those who require an alternate format or prefer to provide a written submission are encouraged to email roadsafetyfeedback@gov.nl.ca. Written submissions may also be sent through regular mail to the address below:

The consultation will focus on four areas:
- E-bikes, e-scooters, and other micro-mobility devices
- Car and booster seats for children
- Bicycle safety for children
- Driving schools
These focus areas reflect recommendations to the Provincial Government from stakeholder groups, including Parachute, the Child Passenger Safety Association of Canada, Child Safety Link and the Child Death Review Committee. While the consultation will focus on these key areas, the public are encouraged to share feedback on any road safety issue they feel should be considered.
Deadline for feedback is Thursday, September 3, 2026. Feedback will help inform legislative amendments for the fall sitting of the House of Assembly. A What We Heard report will be released following the consultations.
