Operators Selected for New Transitional and Supportive Living Initiatives in St. John’s

  • Newfoundland and Labrador Housing Corporation

October 23, 2026

NLHC has selected operators to provide two of its new Transitional and Supportive Living initiatives to replace Horizons at 106, which is scheduled to end operations by December 31, 2026.

In August, NLHC issued requests for proposals (RFPs) for ongoing housing and in-home support. Each RFP required proponents to offer a particular level of support.

The successful proponents are:

  • Stella’s Circle, which will provide moderate case management for 25 individuals, with at least five in-home support visits per week. This contract will cost approximately $1.3 million per year for three years.
  • Bensaid Services, which will operate an intensive case management model, with dedicated, 24/7 staffed response for 20 individuals. This contract will cost approximately $2.2 million per year for three years.

Minister Tibbs will be available to media this morning (Friday, October 23) at NLHC Offices, 2 Canada Drive, St. John’s, at 10:30 a.m. to discuss these RFP awards.

Both operators have brought forward their own plans for housing. Both have their own properties to house participants, while Stella’s Circle will also use Canada-NL Housing Benefits or dedicated NLHC homes.

The average annual cost for these two contracts is approximately $3.5 million, far below the $14.5 million spent operating Horizons at 106 in 2025-26.

A third RFP, for light case management for 30 units, is still under review.

There are currently 45 people residing at Horizons at 106, all of whom will be accommodated through the programs announced today or short-term in NLHC homes with light touch NLHC staff support while a more permanent model is put in place.

Quote
“As expected, by going through a competitive RFP process as recommended by the Auditor General, we have identified two programs that will support those in need of transitional and supportive housing in a more cost-effective way. Both operators have experience in supporting this vulnerable population with complex needs and are well equipped to provide the necessary staffing and supports. I anticipate continued success in lifting people out of homelessness through these programs.”
Honourable Chris Tibbs
