A Plan to Build

Through $1.1 billion in responsible infrastructure investments, your government is strengthening health care facilities, schools, housing, roads, and municipal infrastructure, ensuring every dollar works harder for the people of the province. This targeted spending is expected to generate approximately $710.5 million in economic activity and create hundreds of jobs for Newfoundland and Labrador tradespeople, delivering real, lasting benefits and building a stronger province for all of us.

Health Care

Building and upgrading health care facilities and equipment strengthens community care now and into the future, while modern infrastructure makes our health system more attractive to health care professionals. Budget 2026 includes:

  • $21 million to renovate additional space within the former Western Memorial Hospital to create 45 new long-term care beds.
  • $12.1 million for redevelopment of the Janeway Children’s Hospital.
  • $7 million for new Magnetic Resonance Imaging (MRI) machines in Grand Falls-Windsor and Happy Valley-Goose Bay.
  • $5 million for advancement of a new long-term care home for Stephenville / Bay St. George.
  • $4 million for advancement of the new Downtown Health and Well-Being Centre in St. John’s.
  • $4 million for the planning and construction of new long-term care beds at Valley Vista Seniors Home in Springdale and Labrador West.
  • $3.75 million for the expansion of Humberwood Addictions Centre in Corner Brook.
  • $2.9 million for 20 transitional and alternate level of care beds in Happy Valley-Goose Bay.
  • $2.5 million for the advancement of 54 new long-term care beds in Clarenville.
  • $1.9 million for planning of the new Urgent Care Centre in Conception Bay South.
  • $1.5 million for planning of the redevelopment of St. Clare’s Mercy Hospital.
  • $1.5 million for planning for additional acute care beds at the Health Sciences Centre.
  • $1.1 million to purchase six echocardiogram machines.
  • $800,000 for the expansion of the Health Sciences Centre Emergency Department to increase treatment spaces and allow health care providers to maintain safe care.
  • $479,000 for Hyperbaric Oxygen Therapy equipment.

Education

School infrastructure plays a vital role in fostering safe, supportive learning environments. Budget 2026 includes funding for multiple school infrastructure initiatives:

  • $10.8 million to advance the new high school in Paradise.
  • Over $4 million allocated in 2026-27 to the expansion of École Boréale in Happy Valley-Goose Bay, Pasadena Elementary, and St. Teresa’s in St. John’s.
  • $3.9 million for infrastructure projects to add more than 400 new early childhood learning spaces throughout the province.
  • $300,000 for planning for the replacement of Cabot Academy in Western Bay.
  • Completion of a needs assessment for schools including Frank Roberts Junior High School in Conception Bay South.

Housing

Your government is investing $125 million in Budget 2026 which supports new housing construction, maintaining existing homes, program improvements and supports for those experiencing homelessness and more, including:

  • $31.1 million over three years to build new social housing in high-priority areas based on current and forecasted demand, including micro homes, and one-and two-bedroom apartments.
  • $12.7 million over two years to repair NLHC homes. This includes the hiring of more than 20 maintenance staff.
  • $10.5 million to support Labrador West in their application to Build Canada Homes for the construction of new seniors’ housing.

Transportation

Our transportation network includes approximately 10,000 kilometres of provincial highways and roads, along with 13 intra-provincial ferry routes, all of which are integral to connecting communities across the province, helping residents access the services they need. Budget 2026 includes:

  • $250 million to continue to support thousands of kilometres of new paving, culverts and bridge construction.
  • Over $37 million for heavy and light equipment replacement.
  • $14 million for brush clearing, moose fencing, signage, and asphalt repair projects.
  • $128.8 million for operation of the intra-provincial ferry system, including vessel refits and completion of an assessment of capacity to build ferries in the province.
  • $4.8 million to maintain forest access roads, which are vital for forest management, commercial harvesting, mining exploration, agriculture, hunting and fishing, and cabin access.

Municipal Capital Projects

From water and wastewater treatment to roads, recreation facilities, and climate adaptation, local infrastructure investments are central to the quality of life in municipalities and Local Service Districts. Budget 2026 includes:

  • $111 million to support towns and communities, helping them deliver reliable municipal services and address critical infrastructure needs so they can continue to grow, thrive, and build a strong economic future for generations to come.
  • $142 million in federal funding for the Canada Community-Building Fund to help municipalities build and maintain essential local infrastructure.
