Application Guidelines for Outside Buyers License

Applications will only be accepted from interested companies that meet the following criteria:

  1. The applicant or company shall not be a related party (e.g., a subsidiary), shareholder, director, or employee of a licensed processor.
  2. Company is registered and in Good Standing in the Province of Newfoundland and Labrador
  3. Company is registered and in good standing with the Workplace Health, Safety and Compensation Commission
  4. No outstanding monies owed to the Government of Newfoundland and Labrador
  5. No existing incidents of non-compliance with provincial legislation.

Successful applicants will be required to: 

  • Deduct Employment Insurance premiums on behalf of harvesters
  • Register with Workplace NL and submit returns
  • Report the intention to ship unprocessed fish outside of the province to the Department at least 24 hours prior to shipping. The report must include the actual or anticipated details regarding: purchase information (including species, quantity purchased, harvester name, CFV registration number, and date and location of vessel landing); transport information (including transporting agent/company, truck identification, licence plate, and destination); and sale information (including the buyers name and address).
  • Within 24 hours after the shipment leaves Newfoundland and Labrador, the Licence Holder shall submit copies of all shipping documents, such as Bill of Lading, required to verify the actual species, quantity and destination of the shipment.

Buyers License fee of $2,500 can be paid here.
