A white paper is an official document that presents government policies, sometimes in a technical manner. An examination of the publicly-funded element of Newfoundland and Labrador’s post-secondary education was announced in the 2004 Speech from the Throne. This included a consultations and research process that was initiated in mid-2004. On July 7, 2005, the White Paper on Public Post-Secondary Education was made publicly available.
