Labour Market Partnerships Tariff Response (LMPTR)

Funding for the LMP Tariff Response Program is provided by the Canada-Newfoundland and Labrador Workforce Tariff Response Agreement.

What is it?

The Labour Market Partnership Tariff Response (LMPTR) Program provides funding support for employers and workers in steel, softwood lumber, and other directly and indirectly affected tariff sectors including workers on Work Sharing agreements. These strategies are designed to address workforce adjustments and support human resource needs, in sectors experiencing disruption due to tariffs, global market shifts, or their supply chains, or from communities that rely heavily on those companies e.g. Single-industry communities.

The LMPTR Program will support training, reskilling, and upskilling for employed workers, at risk of job loss due to the impacts of tariffs, to help stabilize employment and support business continuity and recovery.

Who can apply?

Employers eligible for funding to support employee training include:

  • Private sector/for-profit businesses (including sole proprietorships);
  • Not-for-profit organizations;
  • Municipal governments;
  • Band or tribal councils;
  • Cooperatives; and,
  • Public health and educational institutions

Ineligible employers include Federal government departments; self-employed individuals applying for assistance for their own training; any employer whose business activities are interrupted by a labour dispute at the time of their application

Employers must:

  • Have a Canada Revenue Agency business number.
  • Be in good standing with the provincial Registry of Companies and Deeds.
  • Have both office location and operate in Newfoundland and Labrador

If your business is experiencing challenges because of tariffs (economic, or disruption in supply chain; reduced customer demand) this program can help your business by:

Training and upskilling your workers

Helping your workers learn new skills required to diversify your business

  • Your proposed activities should address a specific labour market issue and aim to positively impact the labour market.
  • All activities must involve partnerships.
  • Projects must have clear start and end dates and should not be part of your regular operations.
  • All applications will be assessed on a case-by-case basis, including consultation with relevant provincial departments and the Government of Canada.

What can the funding cover?

Funding can help with costs like training, wages for employees in training (excluding those on Work Sharing Agreements) and other related expenses. These will be negotiated with program officials.

How to apply?

It’s a good idea to review the Program Guidelines before submitting your application

  • If you are not already registered with LaMPSS, you must be set up as a government vendor to receive payments. Please start by registering here: Employer Registration
  • After registering, please allow 7-10 business days for processing.
  • You will then receive a LaMPSS username and password via email.
  • Check your email regularly, including your junk mail. Once you have your login details, you can access the LaMPSS system and complete your application.

Forgotten Password

If you already have an account but forget your password, you can reset it by:

  1. Clicking on “Forgot Password”
  2. Entering your Organization ID and User ID
  3. Submitting the form to receive a new password via email

If you can’t reset your password, please email extorghelp@gov.nl.ca or call 1-844-252-6777 during business hours.

If you have not signed into the system for more than 6 months, contact LaMPSS support and request that they change your password.

Submit Your Application

  • Complete and submit your Online Application in LaMPSS.
  • On your User homepage navigate to the “Apply for Funding” and click on programs and Services
  • Click on the blue Apply button for the desired program
  • Review the Program Guidelines before submitting.
  • You can check your application status by logging into LaMPSS.

Note:

  • There is no deadline to apply. Applications can be made on continuous intake throughout the year, pending budget availability.
  • Priority for funding will be to support employers and workers in steel, softwood lumber and indirectly affected tariff sectors approved by the department; and
  • Incomplete applications will result in delays.
