The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:
Burgeo Rifle Range Site Remediation                                         (Reg. 2283)
Proponent: Department of National Defence

The Proponent is proposing to decommission and remediate the former small arms rifle range site located off route 480 in Burgeo. Project activities include soil excavation and sediment dredging and disposal, on-site impacted surface water treatment, and removal of debris. The undertaking was registered on December 21, 2023; the deadline for public comment is January 26, 2024; and the minister’s decision is due by February 4, 2024.

ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

Strange Lake Rare Earth Mining Project                                     (Reg. 2272)
Proponent: Torngat Metals Ltd.

An Environmental Assessment Committee (EAC) has been appointed to provide scientific and technical advice to the minister and to prepare guidelines to advise the Proponent of the information to be included in an environmental impact statement. The EAC includes representation from the following provincial and federal government departments:

  • Department of Environment and Climate Change
    • Environmental Assessment Division – Committee Chair
    • Pollution Prevention Division
    • Water Resources Management Division
  • Department of Fisheries, Forestry and Agriculture
  • Department of Health and Community Services
  • Department of Immigration, Population Growth and Skills
  • Department of Industry, Energy and Technology
  • Office of Indigenous Affairs and Reconciliation
  • Environment and Climate Change Canada
  • Fisheries and Oceans Canada

CONDITION OF RELEASE MET:

Whitbourne (Junction Pond) Residential Development               (Reg. 1414)
Proponent: 51710 Newfoundland and Labrador Limited 

On December 14, 2023, the minister advised the Proponent that the arrangements made for the availability of merchantable timber resulting from future clearing activities for the Whitbourne (Junction Pond) Residential Development are acceptable and that this condition of release has been met. SURVEY ACCEPTABLE:

Humber Village Forage Production                                               (Reg. 2267)
Proponent: Briarside Affair Limited

On December 14, 2023, the minister advised the Proponent that a Pre-Clearing Survey for the Humber Village Forage Production Project has been reviewed by the Department of Fisheries, Forestry and Agriculture and was found to be acceptable. The survey is available on the department’s website at: https://www.gov.nl.ca/ecc/projects /project-2267/.

UNDERTAKINGS RELEASED:

Boom Siding Residential Property                                              (Reg. 2276)
Proponent: Ken and Lorraine Abbott

The Project is released from environmental assessment subject to the following conditions:

  • The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the Project on the environment.
  • The Proponent must update the Environmental Assessment Division on the status of the Project, including a copy of all permits, licenses, certificates, approvals and other authorizations required for the Project within one year from the date of release, and to provide additional updates if required.

Charlottetown Diesel Generating Station Improvements            (Reg. 2277)
Proponent: Newfoundland and Labrador Hydro

The Project is released from environmental assessment subject to the following conditions:

  • The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the Project on the environment.
  • The Proponent must update the Environmental Assessment Division on the status of the Project, including a copy of all permits, licenses, certificates, approvals and other authorizations required for the Project within one year from the date of release, and to provide additional updates if required.
