Low Carbon Economy Leadership Fund

The Government of Canada’s Low Carbon Economy Leadership Fund (LCELF) provides $1.4 billion to provinces and territories that have adopted the Pan-Canadian Framework on Clean Growth and Climate Change, a national plan to meet our emissions reduction targets, grow the economy, and build resilience to a changing climate, to support greenhouse gas (GHG) reduction programs.

The Federal Government is providing Newfoundland and Labrador with up to $44.7 million in funding from 2018-2022 and, as part of The Way Forward, the Government of Newfoundland and Labrador has committed to match the federal contribution of $44.7 million, taking the total funding envelope to $89.4 million.

Funding for LCELF initiatives will reduce GHG emissions, helping to tackle climate change, lower energy bills and support clean economic growth Newfoundland and Labrador.

Projects implemented under the LCELF are required to meet several criteria mandated by the Federal Government. For example, projects must:

  • Fall within established priority sectors, including energy efficiency and fuel switching in existing buildings; industrial energy efficiency, fuel switching and process improvements; forestry, agriculture and waste; and retrofits in the transportation sector;
  • Result in material GHG reductions that are incremental to existing actions;
  • Contribute GHG reductions towards Canada’s 2030 GHG reduction target; and
  • Be cost-effective.
