About the Branch

Background

The Climate Change Division develops policy and strategy on climate issues and works with other departments to integrate climate considerations into decision-making.

The province is implementing a climate change framework including mitigation and adaptation measures to reduce greenhouse gas emissions, enhance resilience, and support clean economic growth.

The Division collaborates with governments, industry, and stakeholders on climate change policy.

The Climate Change Division:

  • Develops and implements policies and initiatives related to climate change mitigation and adaptation;
  • Maximizes opportunities and minimizes risks from the global transition to a low carbon economy;
  • Disseminates information about how the provincial climate is changing to inform adaptation plans (e.g. infrastructure, emergency response, flood risk, health);
  • Represents the province and engaging external stakeholders in discussions regarding climate change.

Programs

The Climate Change Division administers the Climate Change Challenge Fund (CCCF) and the Oil to Electric Incentive Program.

The CCCF is a competitive, application-based grant program that supports projects achieving measurable reductions in greenhouse gas emissions within Newfoundland and Labrador. This program is not accepting new applications at this time.

The Oil to Electric Incentive Program, delivered through TakeCharge, assists homeowners in transitioning from oil- or propane-based heating systems to electric heating. To qualify, applicants must demonstrate a minimum consumption of 500 litres of heating oil or 1,500 litres of propane within a consecutive 12-month period, occurring within 24 months prior to the application date. Residents of off-grid communities are not eligible for this program.
